Job description
This role will support Operations with the transition from a mass testing response to a more targeted approach to protect the vulnerable.
The Warehouse Contracts and Logistics Manager is tasked with ensuring the operational effectiveness between the 3rd Party Logistics (3PL) and Operations runs smoothly without issue; building positive relationships with all key stakeholders across 3PL’s, channel leads and Supply Chain and Logistics (SC&L). This function will be responsible for:
- Ensuring the flow of components from 3PL to Operations is unhindered
- Manage the various relationships between 3PL and Operations
- Ensuring UK government achieves value for money from 3PL contracts
- Supporting the UK’s commitment to waste management
SC&L are responsible for the supply chain that enables the National Testing Programme by forecasting demand, procuring, storing and distributing LFD and PCR test kits, as well as returning samples to the labs through a dynamic post-test logistics network.
SC&L is transitioning from a mass testing response to a more targeted approach to protect the vulnerable, whilst at the same time providing a resilient organisation which has the flexibility to scale up its response to meet increased testing demand if needed.
This is an exciting, fast paced role that will have a significant impact on improving our operations, streamlining our processes and ways of working for the benefit of Test and Trace, UKHSA and the wider UK healthcare service.

The UKHSA’s Testing function is central to the government’s coronavirus recovery strategy. It is a function with two core missions: to protect the vulnerable and to be prepared to respond to any heightened or renewed threats.

Key Responsibilities:
- Responsible for acting as the interface between 3PL and the SC&L process owner
- Ensuring the critical activities of Component Allocation, Quality Control, Oracle Process, Obsolete Stock Rotation & Disposal etc operate harmoniously
- Identify risks to the flow of material between 3PL and operations, as well as proposing opportunities for improvement
- Maintain, manage, and build strong relationships with all stakeholders, both internally and externally and communicate with them effectively and clearly
- Provide leadership and direction to both the direct reports and peer to peer relationships as required
- Build positive relationships across 3PL’s, channel leads and SC&L stakeholders
- Manage personal and business conflict and work to win-win solutions
- Responsible for the data and information flow for all in-scope processes
- Provide management information as requested for the daily sitreps
- Proactively manage risk registers, actions, and action owners
- Ensure all information and data is collected prior to asset returns
- Provide management reports on incidents and issues on a daily basis
- Accuracy and timely distribution of reports and management information
- Accuracy and quality of data reported
- High integrity level of management information
- Perform other tasks and activities to support the operation
Essential Criteria:
- Proven direct and indirect management experience
- Proven 3PL contact management experience
- Proven Supply Chain and Logistics experience in a similar, customer-focused environment
- Proven experience creating, measuring, and operating processes
- Proven experience of business improvement

Selection process details
This vacancy is using Success Profiles, and will assess your Behaviours and Experience.

STAGE 2 – INTERVIEW
All candidates who are successful at the sift stage will undertake a single video interview.
