Rincon Consultants, Inc. is hiring a temporary full-time Wastewater Management Program Specialist to support the Environmental Sustainability Department of our key City client near the Ventura County and Los Angeles County coastal border. Successful performance of the work requires a professional background/education and interest in coordinating departmental work across the city departments and coordinating with other public agencies. Please note, this position is not remote. The candidate will report daily to City Hall.

In this role, you will perform many day-to-day administrative functions and primarily be responsible for implementing the City’s Wastewater Management Program. Key assignments include data entry and database maintenance, coordination of the City’s Practitioner Registration Program, coordination of the Local Agency Management Program and coordination with the City’s Stormwater Management Program.


Overview of Key Duties and Responsibilities:

  • Assists in developing and implementing the Wastewater Management Program
  • Organizes, coordinates, maintains and administers the City’s Wastewater Management Program
  • Produces reports, inventories, inquiries, lists and informational spread sheets and other proprietary database programs
  • Assists in the management and maintenance of the Wastewater Management Program including the Operating Permit Program, Point of Sale Program, and other programs which may be implemented in the future
  • Assists in the management of the Practitioner Registration Program
  • Assists in the management of the Local Agency Management Program
  • Assists in the coordinated Stormwater Management Program with Public Works
  • Provide oversight assistance in water quality monitoring programs and special studies
  • Coordinates with Code Enforcement on matters relating to the illicit discharge of wastewater
    and other sources
  • Plans, develops, and coordinates public outreach and educational programs regarding OWTS
    issues for the community and interest groups; designs and creates educational materials, such as brochures, hand-outs, etc.
  • Participates in various committees; attends and participates in professional group meetings
  • Responds to public inquiries and resolves complaints
  • Performs other duties as assigned


This Job Might Be For You If You Have The Following:

  • Bachelor’s degree in Environmental Science, Biological Science, Public Health, or related field
  • 2 years of increasingly responsible administrative analytical experience in environmental programs, preferably within a local government environment
  • Interpreting, applying and explaining laws, ordinances, policies and procedures
  • Preparing and presenting reports, documents and correspondence
  • Setting up and maintaining a detailed records management system
  • Utilizing computer systems and software
  • Designing, managing and evaluating projects
  • Knowledge of Federal, State and local laws and regulations

The base salary range for this temporary position is $29.00-$45.00 per hour. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
