Hourly Wage: $39.00/Regular/Full-Time/Supervisory
The Accounting Manager is responsible for all areas relating to financial reporting, completes complex fiscal management and coordinates with other Yakama Nation programs including, but not limited to: Property and Acquisitions, Information Technology, Grants and Contracts and Insurance. This position will be responsible for developing and maintaining accounting principles, practices, and procedures, managing the team to ensure work is allocated for accurate and timely, monthly, and quarterly financial statements. They will be available to provide accurate financial information in a timely manner and provide technical assistance to the Deputy Director of Finance and Finance Officer as requested. Will develop and train staff to handle all functions of financial accounting and reporting which requires cross training within department positions.
Examples of Work Performed:
- Train, direct and assist staff to prepare balance sheets, income statements, budget comparisons, annual processing of 1099's and payroll reports.
- Work with Chief Finance Officer and Deputy Director of Finance to ensure a clean and timely year-end audit.
- Must ensure that the Yakama Nation complies with all applicable government regulations and governmental accounting principles.
- Assist with the preparation of the annual indirect cost proposal.
- Compile data and complete the annual SEFA report.
- Review journal entries for accuracy and review the General Ledger set-up, and post journal entries.
- Submit reports of cash balances to Grants and Contracts and Administration for additional review and findings.
- Ensure that all bank accounts are reconciled.
- Review trial balance for possible discrepancies, outdated numbers and/or errors and clean up accounts with program/Grant and Contract involvement.
- Ensure and provide prompt indirect charge billings.
- Ensure Payroll is posted in a timely manner and properly reported.
- Completes annual budget for Central Accounting and ensures managers that are supervised by Accounting Manager complete theirs as well.
- Assure that quality control is reviewing all Purchase Orders (PO's), travel Authorizations (TA's) and Journal Entries (JE's) to discover errors. Ensure that aged TA's and PO's are reported to the respective program and Administration.
- Assure checks and balances of sound internal controls are in place and adhered to policies and procedures.
- Prevent incompatible duties within the program.
- Compile data and financial information upon request pertaining to balances, expenditures, transactions, budgets, travel, payroll, bank accounts, etc.
- Coordinate with all Yakama Nation programs to ensure accountability.
- Reviews and updates position descriptions of staff in Central Accounting with the consultation of Finance Officer and the Deputy Director of Finance.
- Will assist external auditors during audit fieldwork and will prepare reports and source documents as required for a successful A-133 audit and other audits. Will review with the Finance Officer and compliance issues that arise and ensure corrective actions are completed and in compliance.
- Review GF AAG for accuracy and ensure depreciation and assets are recorded accurately in the General Ledger.
- Must be familiar or become familiar with statues, resolutions, committee actions and policies in order to research and interpret the same for the Yakama Nation.
- Ensures that all receivables for the tribe are reported to the General Ledger.
- Will communicate and coordinate with other programs such as Grants and Contracts to ensure the flow and functionality is in place for programs to work together for the Yakama Nation.
- Completes other duties as assigned.
Knowledge, Skills and Abilities:
- Knowledge of the statues, theories, practices and methods of governmental accounting, financial management, financial investments, asset control, credit and monetary resources and fiduciary responsibilities to the Yakama Nation.
- Knowledge of financial management systems and auditing requirements, practices and policies.
- Knowledge of computerized accounting tracking systems-including JD Edwards and integrity issues.
- Knowledge of and experience with administrative management practices and procedures, as well as staffing and organizing requirements.
Ability to commit to protecting the financial interest of the Yakama Nation.- Ability to adopt the reporting requirements of Governmental Accounting Standards Board (GASB).
- Ability to remain flexible to changes in assignments or situations, priorities and handle frequent interruptions.
- Ability to establish and maintain effective working relationships with other department staff.
- Supervisors/managers, elected officials and the public.
- Ability to meet the public and address problems, issues and complaints tactfully, courteously and effectively.
- Ability to manage multiple complex projects and tasks with competing deadlines.
- Ability to communicate effectively, verbally and in writing, with all levels of personnel including employees, supervisors, elected officials, etc.
- Ability to demonstrate a high degree of personal integrity and be able to maintain strict confidentiality.
Minimum Requirements:
- Requires light work that involves sitting or walking most of the time, and skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of electronic office machines within close tolerances or limits of accuracy.
- Minimum of a Bachelor's Degree in Business Administration or Public Administration with 5 years' experience in governmental accounting with at least 3 years supervisory experience. Or Ten years of governmental accounting experience with at least 3 in a supervisor capacity may substitute for education. Certified Public Accountant (CPA) is preferred but not required.
- Requires a minimum of five years' experience in a clerical, accounting, or data entry position. Requires proficiency in Excel, Word, and 10-key. Must have the ability to work independently and within a fast paced and high-volume environment with accuracy and timeliness. Must take initiative with duties and being well organized. Excellent communication skills both written and verbal.
- The job risks exposure to no significant environmental hazards.
- The job requires normal visual acuity and field of vision, hearing and speaking.
- Required to pass a pre-employment drug test.
- Required to successfully pass a criminal background check.

TRAINEE: The Yakama Nation reserves the right to practice Indian Preference by selecting an Indian applicant as a trainee at a reduced pay rate than announced. A training plan is developed to assist employee to reach required qualification requirements and performance level. After completing training plan, work performance will be evaluated. Upon satisfying qualification requirements, employee will obtain entry level pay.

- 10-points= Enrolled member of Yakama Nation.
- 8-points= Indian (enrolled) spouse of an enrolled Yakama member.
- 6-points= Other Indian (member of a federally recognized tribe).
- 8-points= Indian (enrolled) descendant of enrolled Yakama member.
- 2-points= Non-Indian spouse of an enrolled Yakama member.
- 0-points= Non-Indian.
Personnel Policy Manual Section 2.1.4:
- Positions funded under non-638 federal funding: 8-points= Indian (member of a federally recognized tribe).
VETERAN PREFERENCE: Is pursuant to Section 402 of the Vietnam Era Veteran's Readjustment Assistance Act of 1974. For verification, must provide a copy of honorable DD-214.
