DESCRIPTION

Douglas County is seeking a qualified candidate eager to provide administrative and accounting support to the Emergency Management / 911 Emergency Communications team. Specific skills for this position include:

COMPENSATION & BENEFITS:
0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.

ESSENTIAL FUNCTIONS

DESCRIPTION
Responsible for performing technical level accounting- and administrative-related functions for County programs and activities.
  • Performs a variety of administrative/clerical support duties as required.
  • Reviews and coordinates the processing of periodic/special reporting to include budget expenditure reports, projections, reconciliations, project accounting, and fixed asset inventories; compiles related data as required.
  • Prepares required financial documentation such as invoices, statements, vouchers, checks, reports, etc.; reviews documentation for accuracy; reconciles statements and reports discrepancies; may scan documentation for electronic storage/review.
  • Prepares claims and purchase orders; maintains project ledgers; determines proper funding sources for purchase requisitions; monitors and reports over-budget and unapproved items.
  • May receive and post payments, prepare deposits, and total accounts to ledgers or computer based spreadsheets/databases; may reconcile bank statements.
  • May provide backup for accounts payable and payroll functions to include balancing and maintenance of voluntary deductions files, remittance of payroll taxes and insurance premiums, submission of electronic transfers.
  • Assists with audit preparation; may coordinate and prepare related documentation for external auditors such as depreciation schedules for governmental, internal service and business-type activities; assists during the audit process.
  • Assists in preparation of annual budgetary documentation; prepares budget augmentations, augmentation resolutions, and budget transfer requests.
  • Provides information to County staff that requires the use of judgment and the explanation of policies, rules or procedures.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

QUALIFICATIONS

Education and Experience:

High School diploma/GED; AND three (3) years of administrative level experience in accounting or finance; OR an equivalent combination of education, training and experience.

Required Knowledge and Skills

Knowledge of:

  • Use of specified computer applications including word processing and involving the design and management of databases or spreadsheet files and the development of special report formats.
  • Business mathematics and statistical practices.
  • Principles and techniques of accounting, budgeting and bookkeeping.
  • Governmental accounting principles related to capital assets.
  • Principles and practices of auditing financial documents and records.
  • Applicable rules, regulations, laws and codes.
  • Practices of reviewing financial documents for completeness and accuracy.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Correct business English, including spelling, grammar and punctuation.
  • Techniques for dealing with a variety of individuals, in person and over the telephone.

Skill in:

  • Performing technical accounting and financial analysis.
  • Reading and explaining rules, policies and procedures.
  • Analyzing and resolving varied accounting and financial problems.
  • Organizing, researching and maintaining financial files.
  • Inputing budget information into a standard budget document format.
  • Making accurate mathematical and statistical calculations.
  • Reviewing financial documents for completeness and accuracy.
  • Reviewing, posting, balancing and reconciling financial records.
  • Maintaining accurate financial records and preparing accurate and timely reports.
  • Organizing own work, setting priorities and meeting critical deadlines.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Dealing successfully with the public, in person and over the telephone.
