The Associate Rail Transportation Planner will support projects, programs, and studies related to the development and implementation of improvements along San Diego’s rail corridors. This position will assist with a variety of regional rail related plans and projects at different levels and phases of design and completion. This position also will support the coordination with local, state, and national partners - this work is an important aspect of the position given the complexities of shared use rail corridors with multiple owners, operators, and stakeholders. This position is ideal for a rail or transit transportation planner with an interest in working on a variety of rail projects including railroad design and operation, intercity passenger rail, commuter rail, freight rail, and high-speed rail systems.
Overview of Capital Improvement Program:
The SANDAG Engineering and Construction Department is responsible for implementing projects that enhance the regional transportation network and improve the efficiency of existing resources in close collaboration with our regional partners. Examples of significant projects currently underway or in the planning process include the LOSSAN Rail Corridor Improvements, Del Mar Bluffs Stabilization, Otay Mesa East Port of Entry, and high-priority Regional Bikeway Projects in the City of San Diego and other jurisdictions.
Job Responsibilities
- Support senior staff, internal, and external project partners with the planning, design, and implementation of capital improvement projects and programs throughout the San Diego region.
- Participate in the coordination and development of policy, technical research, planning studies, and cost-benefit analyses used to evaluate the feasibility of new and existing rail projects, and activities.
- Conduct technical analysis, including developing ridership forecasts, capital and operating requirements, and analysis of public benefit.
- Foster collaborative working relationships with local, regional, and statewide agencies to advance planning and implementation of various planning projects.
- Research, analyze, and interpret the effects of new legislation on rail programs, projects, and plans; assist with the review and development of proposed state and federal legislation in support of SANDAG objectives, priorities, projects, and plans.
- Assist with the preparation of rail related elements and deliverables of the Regional Plan; ensure new plans are consistent with existing short- and long-range plans.
- Administer existing grants, research new grant funding sources, and recommend potential grants for application; review grant requirements and responsibilities; coordinate with various partners including consultants, grants team, and legal; support the preparation of summaries and recommendations for leadership and Board consideration.
- Support grant submittal packages in accordance with agency policies and practices; once awarded, help to identify terms and conditions, understand fiscal and reporting compliance requirements, and program deliverables and requirements as set forth in the grant agreements.
- Participate in the preparation of project plans, Requests for Proposals (RFP), scopes of work including project deliverables/schedules, amendments, budgets; monitor project schedules, deliverables, and budgets; bring forward issues or concerns to management for resolution.
- Provide staff assistance for policy advisory committees or stakeholder working groups; responsibilities include preparing and setting agendas, preparing reports and meeting summaries.
- Prepare and present written, oral, and visual reports to technical working groups, member agencies, community groups, private organizations, and members of the public.
- Collaborate with the Public Affairs Department to support rail related outreach efforts to inform and educate the public on rail projects.
Typical Qualifications
- A bachelor’s degree with major course work in urban, regional, or transportation planning, or a related field. A combination of education and recent transportation work experience may be considered in lieu of a degree.
- Three or more years of increasingly responsible, professional (full-time) planning experience, preferably with a focus on transportation or rail transportation planning.
- Experience supporting programs and delivering projects and services in support of transportation initiatives; experience coordinating and performing technical research and planning studies and evaluation.
- Knowledge of the principles, practices, and techniques of project/program coordination in the areas of project design and implementation, and public transit operations.
- Understanding and ability to interpret and apply federal, state, and local laws, rules, regulations, policies, and programs, particularly in the area of railroad design and operation, intercity passenger rail, commuter rail, freight rail, and high-speed rail systems.
- Knowledge of requirements related to the California Environmental Quality Act (CEQA) and National Environmental Protection Act (NEPA).
- Ability to support contract and project management efforts including preparing and tracking budgets, schedules and project control measures, supporting the development of Requests for Proposals and scopes of work; participate in consultant selection; perform contract adjustments and contract administration functions.
- Experience with grant administration, including grant research and grant application submittals; experience interpreting and understanding awarded grant terms, conditions, fiscal and reporting compliance requirements is desirable.
- Demonstrated ability to establish and maintain cooperative and collaborative relationships with those contacted in the course of work including local, state, and federal agencies, project partners, consultants, and committees.
- Written and oral presentation skills and the ability to communicate technical information effectively to a broad range of audiences; experience preparing clear and concise administrative and management reports; experience preparing and delivering presentations and recommendations.
- Experience supporting outreach efforts to inform and educate the public on projects.
