Introduction
ABOUT THE DEPARTMENT
One of the many responsibilities of the City’s Planning and Development Services Department (PDSD) is to promote health, safety, economic vitality, and adaptability to the built environment in the City of Tucson, Arizona.
To that end, the Building Safety Division of PDSD has just completed a major restructure of its building inspection classifications. This restructure supports the PDSD Career Ladders which provides positions at various levels of responsibility based on each employee’s desired focus area and current experience. Different tracks are available based on focus areas (zoning, building, fire, floodplain, etc.) and they encourage upward growth. We are committed to ongoing training opportunities at all career levels to encourage staff to pursue their passions and focus areas or even change their focus areas. Progression within the Career Ladders is accomplished by meeting specific criteria-based requirements of performance and proficiency, minimum requirements of each classification, and competition of excellence.
The Building Safety Division includes staff that process permit applications, perform plan review, conduct inspections in various categories, and authorize buildings to be occupied in the City of Tucson. Building Inspection employees perform critical functions related to residential and/or commercial property inspections to assure compliance with a variety of regulations for health, life safety, and fire protection.

General Description
The primary function of this employee is to supervise and train building inspection staff and to perform complex on-site building inspections to ensure compliance with City, state, and other applicable building codes. Additionally, this employee performs review and on-site inspections of commercial, manufacturing, and industrial structures requiring additional technical knowledge and expertise.
Essential Functions
Manages, coordinates, and determines priorities of workload, monitoring levels of resources, establishing timelines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing and editing reports prepared by staff, and approving completed projects and reports.
Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance.
Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.
Supervises commercial and residential building inspections by coordinating group inspections, reviewing plans, establishing inspection goals, scheduling inspections, auditing inspection results, clarifying inspection details and policies, evaluating reports, discussing field situations, and resolving problems.
Inspects building construction, manufactured buildings, and plumbing, electrical and mechanical equipment and systems, and supervises plan review and inspections of residential property to ensure conformance to building codes, plans and standards.
Issues building inspection reports.
Research construction job histories, codes and regulations, maintains contact with contractors and builders regarding inspection requirements, and completes inspection write ups and prepares reports.
Minimum Qualifications
Minimum Education Level & Type: Associate’s Degree in construction management, architecture, engineering, publicadministration, or equivalent
Minimum Experience & Qualifications: 4 years commercial inspection
Valid and Unrestricted Class D - Driver's License
An equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of this position may be considered.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and their responses to their supplemental questions. The most qualified applicants will then be invited to participate in the following assessments:
- Virtual Oral Board Panel Interviews will be held the week of May 29, 2023
Upon successful completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.
An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
- 20% for your training and experience
- 80% for your panel interview
This recruitment will establish a civil service list and will be utilized to fill vacancies occurring within the next 6 months.
Final selection Interviews may be conducted.
