HUMAN RESOURCES (HR) DIRECTOR - TRENTON INDIAN SERVICE AREA JOB SUMMARY
Purpose
The Human Resource (HR) Director is responsible for planning, organizing, directing, and managing the Human Resources Department of the Trenton Indian Services Area. This role is a key contact for elected officials, executive officers, managers, supervisors, and employees as it relates to recruiting, onboarding, employee development, employee performance, employee relations, benefits, compensation, and compliance in all HR-related functional areas.
This position is full-time, Monday – Friday, 8:00 AM to 4:30 PM.
Responsibilities
· Promotes an organizational culture that embraces the values of respect, caring, support, effective communication, teamwork, collaboration, accountability, and responsibility; and works with all staff to create and maintain a workplace environment reflective of such values
· Planning, organizing, directing, and managing the tasks, functions, and responsibilities of the HR department
· Maintains knowledge of industry trends, best practices, and employment legislation to ensure company compliance establishing and coordinating reasonable, efficient, and effective policies, procedures, and practices
· Establishes strong relationships and partnerships with all, at all levels of the company and positively represents the company to all employees, clients, visitors, and vendors
· Advises, trains, and serves as a key contact for all employees and/or non-employees on company policies, procedures, and compliance requirements
· Partners with and serves as a resource to employees to promote and maintain positive employee relations. Proactively identify, partner and/or manage, and facilitate the equitable resolution of complaints and concerns
· Provides guidance, direction, and support to management regarding interpretation of policies and procedures, provides education and advice on conflict resolution practices, investigations, proper documentation and/or legal requirements for performance improvement, disciplinary actions and performance management solutions adhering to the policies, procedures, and practices of the company
· Partners with key leaders to develop skills enabling and promoting excellence through recruiting, on-boarding, coaching, and mentoring, developing, and retaining employees
· Oversees talent management strategies – designing and implementing solutions that aim to attract, recruit, hire, develop and manage the company’s talent pools
o Partners with hiring supervisors and managers reviewing, developing, and updating job descriptions, posting approved positions internally and externally, and monitoring and sourcing all applicants
o Reviews resumes and applications, submitting and partnering with hiring managers to schedule, participate and facilitate interviews and post-interviewing team huddles
o Liaison and point of contact for all applicants and candidates, communicating, monitoring, and sharing company related information, etc.
o Facilitates job offers and manages pre-employment and post offer process through onboarding through company orientation process
· Oversees and maintains company drug and alcohol testing program from pre-employment, upon a showing of reasonable suspicion or probable cause, random, site-specific, post-accident, etc.
· Oversees, facilitates, evaluates, and communicates the company’s benefit programs and options; processes employee benefit enrollments and change forms within required time frames
· Interprets and administers leave programs and policies in accordance with the applicable federal and/or state employment laws such as FMLA, ADA, USERRA, etc.
· Administers and ensures that the workers compensation program is managed in accordance with applicable OSHA and workers’ compensation laws
· Provides case management and coordinates administrative aspects of cases and claims; conducting and coordinating investigations into all reported workers compensation claims and completion of appropriate forms, notices, etc., and establishes and maintains contact with injured employees and external agency claims representatives
· Works cooperatively with payroll/finance to ensure accuracy, recording and tracking of such leaves and communicating leave durations with management
· Counsel with employees and management concerning leave benefits and provide employees with accurate information relating to such leaves or absences, rights, form notices and requirements, medical certification requirements, return to work requirements, etc.
· Completes and submits responses for all unemployment claims, and advises management of upcoming hearings and/or required phone interviews as requested by the state
· Completes and submits responses for all employment verifications
· Completes personnel transactions such as processing all new hire paperwork, promotions, transfers, terminations, and separations, pay changes, etc. and the processing of internal change of status forms for accurate personnel transaction maintenance and record keeping requirements
· Prepares employee separation information, notices and related documentation, and conducts exit interviews
· Use data and actionable insights to further support and develop the business and the HR function
· Maintains personnel records and adheres to mandated record keeping requirements
· Oversees HR events and meetings; coordinates management to employee communications or other marketing materials as needed and requested
· Assist with managing risk, which may involve recommending and seeking legal representation, guidance, and other information; communicating and providing related information, records, and/or documentation as requested and/or required; seeking, facilitating, and scheduling board involvement as requested and/or required; and assisting as necessary by request from the TISA board of directors
· Practices safe work habits in compliance with safety rules and regulations
· Utilizes company resources appropriately and adheres to all guidelines, policies, and procedures
· Participates in board of director monthly meetings and other group and individual meetings as required and requested
· Adheres too, and upholds HIPAA regulations, requirements, and trainings

Physical Demands
· Must be able to carry and lift items weighing up 10 pounds
· Must be able to speak clearly in individual and group settings.
· Requires sitting for long periods of time, walking, standing, and using fine motor skills, such as finder dexterity for typing and using office related equipment.
· This position will be exposed to frequent phone conversation and requires average to above average visual acuity and hearing.
· This position will primarily be spent indoors in a climate-controlled environment.
· May be required to travel as needed.
Qualifications
· Bachelor’s degree in Human Resources, Business, Communications, Marketing, or related field
· A minimum of 5-7 years progressive Human Resource related experience, partnering directly with senior leadership to develop, align and implement HR and organizational development strategies
· HRCI and/or SHRM Certification preferred
· Experience implementing strategies, systems, and change management practices and solutions
· Strong business acumen and leadership abilities and aptitude to leading and working within a team focused environment
· In-depth, working knowledge of employment laws and employment regulations and practices
· Ability to listen and probe to understand underlying needs and/or root cause of an issue
· Ability to provide thoughtful, progressive, and strategic guidance
· Expertise in analysis, critical decision making, project management, and process improvement
· Strong interpersonal, verbal, and written communications skills, including proficiency in developing and delivering public materials, presentations, and other communication materials
· Proficient computer literacy
· Demonstrated ability to anticipate and solve practical problems
· Ability to identify, influence, and collaborate with key leaders including employees, supervisors, managers, directors, chairperson/executive officer, and elected officials to achieve desired organizational success and outcomes
· Disciplined, outstanding judgement, sensitivity, and high discretion related to confidential business practices, materials, and matters
· Valid driver’s license with acceptable motor vehicle record
· Demonstrate awareness, sensitivity, and appreciation of Native American culture, traditions, customs and needs
· Ability to successfully pass all pre-employment requirements including a drug/alcohol test and background investigation
