Job SummaryUnder general supervision, supports emergency and public health preparedness initiatives and response activities. Incorporates emergency management principles to develop and maintain preparedness plans and protocols, conduct training, exercises, and community education events, coordinate disaster recovery efforts and evaluate emergency program needs. This position works with the Public Health Director and Emergency Management Coordinator on day-to-day and strategic emergency preparedness planning needs and activities throughout Black Hawk County, therefore coordination with community partners, public officials and agencies is essential to perform planning responsibilities. CHARACTERISTIC DUTIES AND RESPONSIBILITIES
~ Must be capable of regular and predictable attendance at a specified location in order to perform assigned tasks.
~ Reviews and analyzes existing emergency preparedness and response plans; recommends and develops modifications to improve safety, efficiency, and effectiveness of plans and maintains all resource materials associated with plans.
~ Identifies various potential hazards and risks that may arise in the event of an emergency and develops plans to mitigate or manage those risks.
~ Educates individuals and groups on emergency preparedness and response planning, designs exercises to provide instructions and guidance to participants, and conducts presentations as requested.
~ Gathers and analyzes data and information to assess, evaluate, and inform progress towards preparedness and response goals.
~ Develops and implements emergency preparedness and disaster recovery funding proposals, applications, and programs; ensures timely and accurate submission of grant or application deliverables, including compiling documentation and reports for reimbursement and financial assistance needed to recover from declared disasters.
~ Remains current with all federal, state, and local regulations affecting emergency plans, and ensures plans adhere to these regulations; reviews and evaluates local, state, and federal laws and regulations as they relate to disaster and emergency response program elements.
~ Assists in writing, researching, submittal, monitoring, audit and other aspects of grant or other funding applications and administration.
~ Other duties as assigned.
Public Health Emergency Preparedness Duties:
o Coordinates Black Hawk County preparedness and response to public health emergencies and serves as the primary contact on all public health emergency preparedness issues.
o Develops, evaluates, maintains, implements, and updates the Black Hawk County Public Health Emergency Preparedness and Response Plan and related protocols.
o Coordinates public health emergency preparedness planning and disaster recovery with state and local officials and community partners.
o Ensures appropriate training is provided to public health staff, including required NIMS training courses, and tracking successful completion of required courses.
o Participates in performance improvement activities, including strategic planning, performance management, quality improvement, and Community Health Assessment and Community Health Improvement.
o Assists other Public Health officials and staff as required.
Emergency Management Preparedness Duties:
o Develops and maintains program elements of the County"s Multi-Hazard Functional Plan in accordance with federal and state requirements;
o Plans, maintains, and assists activation of Emergency Operations Center facilities and equipment.
o Maintains and provides situational awareness of a variety of emergencies and provides information to affected communities.
o Performs activities relating to the countywide implementation of the Environmental Protection Agency Risk Management Program and the 1986 Emergency Planning and Community Right to Know Act, Title III of the Superfund Amendments and Reauthorization Act (SARA Title III).
o May work with local, county, state and federal agencies and personnel on activities relating to homeland security and emergency management.
o Assists other EMA officials and staff members as required.
SUPERVISION RECEIVED:
~ Supervision is received from the Public Health Director and Emergency Management Coordinator.
SUPERVISION EXERCISED:
~ No supervisory responsibilities.

~ Associate degree in related field with two (2) years of relevant work experience required; Bachelor"s degree in a related field preferred OR any combination of training, education and experience that provides the required knowledge, skills and abilities.
~ Must have a valid Iowa driver's license and be insurable under the County's guidelines. Must have ability to procure transportation to off-site meetings and trainings.
~ Must obtain core NIMS/Incident Command training within 6 months of hire date. Knowledge, Skills and Abilities
Knowledge, Skills and Abilities -
~ Previous experience in public health, emergency planning and/or disaster recovery preferred.
~ Knowledge of emergency management principles and practices preferred.
~ Interpersonal skills in coordination and cooperation with all agency programs is required.
~ Must be proficient in computer software applications.
~ Excellent written and verbal communication skills are required.
~ Ability to apply principles and practices of local, state and national emergency management.
~ Ability to interact with a wide variety of people in a broad range of circumstances.
~ Ability to plan work, think conceptually, and collaborate with others.
~ Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions, and implement recommendations.
~ Ability to provide oral presentations to groups.
