Basic Function

HF Sinclair is seeking an Emergency Response Coordinator (Fire Chief). This position will be responsible for Artesia, NM and Lovington, NM site emergency preparedness and response and support site security services. Provides leadership and direction for all aspects of Emergency Preparedness and Response.

Job Duties

  • Develops and implements emergency response programs to ensure preparedness in the event of an emergency.
  • Identification of response tactics and strategy requirements. Develops response pre-plans and training requirements of the Emergency Response Teams.
  • Ensures sites meet all regulatory requirements associated with Emergency Response Program that includes Fire, Hazmat, Spill Response, Rescue and Medical.
  • Plans and executes response drills and exercises
  • Seeks out opportunities to identify and implement "best practices" in the areas of Emergency Response
  • Ensures emergency response equipment and plant protection systems are inspected and maintained
  • Executes actions of the Emergency Response personnel and provides leadership by implementation on-scene response tactics during emergencies
  • Participates in investigations and critiques of facility emergency response immediately following an incident
  • Reviews and implements proposed regulatory requirements in order to ensure the refinery is compliant with local, state, and federal standards
  • Oversees all maintenance inspection guidelines and functionality of all emergency response and plant protection systems
  • Collaboration with Local Emergency Planning committees and local law enforcement agencies to maintain their support and guarantee all are working in the best interest of the company
  • Coordinates NIMS Incident Command System training for local emergency response team personnel and incident management team personnel.
  • Collaborates with site Environmental personnel on SPCC and Facility Response Plans.
  • Participates with company Fire School planning and execution.
  • Supports refinery safety personnel with initiatives and safe work practice execution.
  • Provides oversight of site security contract services and ensures sites are secure. Evaluates opportunities and implements actions to address security gaps


Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 10 years of experience in the refining or petrochemical industry, Health & Safety, or industrial fire fighting service is required. 3+ years as Fire Chief, Captain, or equivalent on a refining or petrochemical facility Emergency Response Team is preferred.

Education Level

A minimum of a High School Diploma is required.


Preferred Education:

A Bachelor’s Degree in Health & Safety, Fire Safety, or equivalent disciplines is preferred.

Required Skills

Effective interpersonal and ability to effectively communication with others, both written and verbal communication; advanced reading and writing skills, with the ability to perform intermediate mathematical calculations. Expert in Plant Protection Disciplines (fire/hazardous materials/industrial fire fighting/incident command). Willingness to take initiative and be decisive in matters regarding Emergency Response. Strong leadership skills; ability to work with hourly employees, and manage matrix organizations. Familiar with or certified in ICS 100,200,300, 400, 700,800. NFPA 1081 interior and exterior Firefighter. Hazmat Technician certification or higher. Rescue certification from industry recognized provider. Proficient in Microsoft Word, Excel, PowerPoint.

Supervisory/Managerial Responsibility

Could include direct and indirect supervisory responsibilities.

Work Conditions

Office based with up to 15% travel by land and air required. Petroleum refinery and out-of-doors environment based including but not limited to chemicals, pressure vessels, tanks, rotating equipment, exposure to the risk of electrical shock, and working in confined spaces. Subject to all temperatures, weather, and varying road conditions. May be exposed to life threatening situations, explosions and chemical spills.
