Candidate must be able to provide support a minimum of 35 hours a week, with the ability to work off-hour shifts, weekends, and holidays as needed to support response requirements.

Responsibilities

  • As the equity data lead: Provide analytic support to analysts and collaborators on requested projects including developing and describing statistical methodology, reviewing methods and output, and developing/presenting data insights
  • Act as consultant and subject matter expert on data equity including support to colleagues on the wider team in applying an equity lens on how data is collected, analyzed, interpreted, and presented
  • Independently develop and deliver analytical insights that highlight health inequities relating to health outcomes and access for different Rhode Island populations, and present findings to leadership and community partners
  • Provide subject matter expertise to team on working with census population estimates, using population estimates for age adjustment, and the limitations of these data
  • Work with the Equity Team Lead to monitor and evaluate surveillance data to support equity related insights and make recommendations for improvements
  • Contribute toward process improvements with respect to data management and analysis with a focus on data related to race and ethnicity, language, sexual orientation and gender identity, geography, and other demographics of interest
  • Assist with data cleaning and data management of various types of data (structured and unstructured)
  • Represent the Department of Health response unit at both in person and/or virtual meetings as needed
  • Support collaboration with community-based organizations and other stakeholders addressing the experiences of communities disproportionally impacted by COVID-19 and associated long-term impacts
  • Other duties in support of emergency management and response as assigned by supervisor

Knowledge, Skills, and Abilities

  • Demonstrated skills in leadership and providing guidance to junior analysts
  • Expertise in data driven approaches to identify and reduce health disparities; the social and societal determinants of health that underlie inequities; and understanding of equitable and culturally responsive approaches to conducting analysis
  • Expertise in population statistics and American Census data; can build insights from understanding limitations of the data
  • Ability to examine spatial trends and interrelate with demographic data
  • Passionate about addressing health inequities in RI
  • Comprehensive knowledge of the theories, principles, and concepts of epidemiology and/or related health sciences to formulate hypotheses regarding health status and health outcomes and conduct meaningful analyses and interpretation of data
  • Knowledge of written communication methods and techniques to communicate skillfully and clearly complex scientific and/or technical information to diverse audience
  • Ability to be flexible if circumstances dictate and work under tight deadlines
  • Ability to manage multiple sources of online communication (email, conference calls, Teams) to stay connected in a remote environment
  • Experience collaborating with other teams/groups
  • Skills to ask question and to direct own inquiry and when data sets and questions are not fully defined, and without thorough documentation

Education and Experience

  • Required: Master’s degree in public health, Psychology, Epidemiology, or similar health-related field required, PhD preferred. In lieu of degree, equivalent education and/or experience may be considered
  • 5-10 years health services research or analytic experiencePreferred: 10+ years health services research or analytic experience, particularly on population level health-related outcomes
  • Experience in applied research or implementation science and ability to operationalize an analysis request and independently determine suitable output
  • At least two years of SAS programming experience (not including coursework) including ability to:Merge and subset data
  • Synthesize repeated measure data
  • Manage duplicate records and strategies to de-dup
  • Work with both character and numeric data and be able to convert between the two when appropriate, especially with dates
  • Import and export data to/from excel
  • Create tabular reports using proc freq, proc tabulate
  • Use macro variables and to write macro programs
  • Strong experience with Excel including creating graphs and charts to communicate data
  • Experience with Salesforce a plus
