The State of New Hampshire, Liquor Commission has a vacancy for a Full-time General Ledger and Finance Analyst.

Summary:

To plan, analyze, review, evaluate, and report New Hampshire Liquor Commission (NHLC) financial activity while implementing and following all NH Liquor Commissions rules and policies. Assist with various budgets and financial data reports which may be presented to Liquor’s Commissioner, the Governor’s office, the Legislature.

Responsibilities:

Prepares, reviews, and analyzes the financial performance and financial activity relating to revenues and expenditures of Liquor funds and various grants awarded to the NHLC.

Assist with the yearly financial audit and provides necessary information as required. Also, review findings of external and internal financial audits and makes recommendations for improvements in internal controls and accounting processes.

Oversee the general ledger account reconciliation process.

Assist with coordination and production of the Comprehensive Annual Financial Reports, appendixes, disclosures and year end exhibits and schedules.

Manages the fixed asset program, asset tags and related monthly and yearly schedules.

Interprets accounting and auditing principles relative to governmental and enterprise accounting.

Performs operational and performance audits including statistical analysis to study the effectiveness of Departmental services and to verify compliance with rules and regulations.

Develops and maintains written accounting work methods related to the various financial functions of the Department.

Assists the CFO and Finance Administrators with the day to day financial transactions of Liquor Commission.

Recognizes that everyone we come into contact with is a customer and treats all with courtesy, respect, and the utmost professionalism.

Builds and maintains a strong functional Finance team through effective education, coaching, and team building. Recommends positive and instructive personnel actions for subordinate employees and writes performance appraisals.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from a recognized college or university with a major study in accounting, business administration, economics or finance. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Seven years’ experience in accounting, auditing, investment management, or business administration with at least three years in fiscal administration including financial management, analysis and reporting.

License/Certification: None Required.

PREFERRED QUALIFICATIONS

Knowledge of Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) rules and regulations. Proficient knowledge of and ability to prepare asset, liability, and capital account entries. Proficiency in the knowledge and practice of accounting principles including: general ledgers to the preparation of financial statements. Proficiency with Microsoft Office and financial/accounting software. Also must understand the development of the comprehensive annual financial report management discussion, analysis, and footnotes. Ability to communicate effectively orally and in writing. Ability to perform all accountabilities in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative requirements.
