Bellingham Technical College invites applications for one full-time regular Fiscal Technician III in Accounts Payable. This position reports to the Controller. It is anticipated to begin in early July 2023.

This position will perform or be responsible for repetitive fiscally related duties in a computerized environment. Incumbents may be assigned to one specific function or perform duties in more than one functional area, such as: Accounts Payable, Accounts Receivable, Cashiering, Payroll, Purchasing and General Accounting, or rotate from one functional area to another.

Position Duties & Responsibilities

General Position Duties & Responsibilities:


  • Prepare, review, verify, reconcile and process accounting documents;
  • Maintain accounts and records; authorize and enter fiscal transactions;
  • Prepare, verify and control input being processed, including responsibility for input;
  • Review and verify fiscal reports for accuracy;
  • Investigate and correct errors to ensure compliance with established procedures and policies;
  • Perform computing, calculating and manual or automated posting of financial, statistical, and other numerical data to maintain accounting, budgeting, cashiering, and purchasing reports, and record details of business transactions in a computer enhanced environment;
  • Perform related duties as required.
Specific Position Duties & Responsibilities:
  • Input vouchers and process payments for vendors, employee reimbursements and student refunds utilizing a computerized accounts payable system;
  • Research and resolve vendor statement discrepancies;
  • Reconcile & prepare the purchasing card upload template;
  • Enter voucher journal corrections;
  • Complete cyclical tasks according to month end closing deadlines;
  • Prepare year end accounts payable accrual entries;
  • Prepare the annual 1099 submission for the IRS;
  • Work collaboratively with Purchasing to reconcile and close out completed purchase orders;
  • Maintain vendor payment files and records in accordance with State Retention Schedules;
  • Communicate financial information to vendors and college staff via phone, email, mail, or in person;
  • Perform other duties as required.

Qualifications

Minimum & Essential:


  • High school diploma or equivalent (GED), AND fifteen quarter hours or ten semester hours of college level accounting or bookkeeping AND two years of full-time experience as a Fiscal Technician II, or equivalent, including experience using accounting-related software;
  • An Associate of Arts or Applied Science Degree, or equivalent, in accounting or business may substitute for one year of required experience;
  • Equivalent education/experience may substitute for some minimum qualifications;
  • This position requires the ability to work under pressure, meet deadlines and accommodate numerous interruptions while performing multiple tasks.
Preferred Qualifications:
  • Associate or Bachelor’s degree in accounting, business or closely related field from an accredited college or University;
  • Experience with PeopleSoft Accounting Software or experience in a higher education finance department.
Physical Work Environment:
Typical office setting, which requires up to 7 hours per day of data entry using a variety of software; ability to sit and stand for long periods of time; frequent need for oral, written and auditory communication; frequent use of computer and mouse; some stooping, bending, twisting and lifting up to 10 pounds; finger manipulation, typing, grasping, repetitive motion; working in an open office environment with frequent interruptions and distractions; thinking clearly in emergency situations; exercising independent judgment in gathering, arranging, and evaluating, diversified data.

Supplemental Information

Current salary is in accordance with the negotiated agreement with the Bellingham Education Support Team (BEST), Range 7, $ $3,490 per month ($20.06 per hour, $41,880 annual), with annual increments to $4,388 per month ($25.22 per hour, $52,656 annual) after five years of BTC experience in this position.

Leave is subject to the BEST negotiated agreement which currently expires June 30, 2023. Currently, this position receives 8 hours per month of sick leave and starts with 10.67 hours per month (16 days per year) of vacation leave, 24 hours of personal leave and 12 paid state/college holidays per calendar year. The sick leave and personal leave are available after successful completion of a 180 worked day probationary period. Benefits also include a Washington State insurance package including medical, dental, vision, life insurance, and long-term disability; a retirement benefits package, with choice between the Public Employees Retirement System (PERS) Plan 2 or 3, up to five days of bereavement leave, depending on relative, up to 3 days birth/adoption leave, military leave per RCW 38.40.060 and paid civil/jury duty. Additional optional benefits include ability to participate in a medical Flexible Spending plan, Limited Purpose Flexible Spending plan, or Health Savings Account; Dependent Care Assistance; auto and homeowners insurance discounts, employee only tuition waiver assistance; and two voluntary investment (not matched) programs - TIAA (403b) or the State Deferred Compensation (457) plan.

The regular work schedule is generally Monday through Friday, 8:00 a.m. to 5:00 p.m., but may be scheduled during the 7 a.m. to 6 p.m. work day; may require some overtime hours. The position will be expected to work onsite full-time with possibility of hybrid remote work in the future.

Bargaining Unit: The position has been designated as a bargaining unit position represented by the Bellingham Educational Support Team (BEST).

Examination Requirements:
All applicants are required to complete the online Supplemental Application, which will be scored. All BEST positions are filled in accordance with Article XI of the current negotiated working agreement and with College hiring procedures. Finalists will be required to perform an Excel skills assessment test and basic accounting test.

Interviews are scheduled to be held between June 14-16, 2023.
