Hourly Wage: $30.01/Regular/Full-Time

Location: Toppenish


Incumbent is a sworn commissioned officer subject to a 24-hour on call status. Incumbent is primarily responsible for the protection and conservation of fish and natural resources within the jurisdiction of the Yakama Nation, primarily on the Columbia River between McNary Dam and Bonneville Dam (Zone 6). Incumbent enforces a variety of laws, regulations and ordinances relative to public safety, emergency management, natural resources, traffic, and criminal/civil matters. This position's labor involves personal danger during emergencies. The incumbent prepares reports, writes and issues citations, makes contact with the public, attends gatherings related to tribal fisheries and is expected to complete clerical tasks associated with the day-to-day operations of a law enforcement officer. The incumbent will also patrol areas associated with Yakama Nation Fisheries, conduct investigations, make arrests and appear in court.


Examples of Work Performed:

  • Performs duties and responsibilities in accordance with the public safety organizational chart and established Chain of Command.
  • As assigned, patrols all fisheries related areas within the Exterior Boundaries of the Yakama Nation Reservation as directed, to include but not limited to the Yakama Nation Reservation, Zone 6, In-Lieu Sites and Treaty Fishing Access Sites, Willamette Falls and the Cowlitz River.
  • Patrols areas by vehicle, foot, air, or boat, within jurisdiction of the Yakama Nation. Coordinates patrol and investigations involving multiple officers and agencies.
  • Conduct Search and Rescue Operations on both land and water.
  • Participate in Search and Rescue Operations; operates required equipment.
  • Monitors treaty fishing relative to Yakama Nation Regulations.
  • Identifies, pursues and arrests suspect's perpetrators of Criminal Acts. Investigates complaints, disturbances, and violations. Evaluates complaints and emergency requests to determine response requirements.
  • Initiates action required to secure the scene; administers emergency first aid as needed; conducts interviews of victims and witnesses; gathers evidence; arrests suspects; prepares incident and arrest reports.
  • Prepares and submits required reports, documents, daily and bi-weekly logs, incident reports and vehicle reports in a timely manner.
  • As applicable, testifies in court proceedings relative to criminal, traffic, civil, or administrative cases.
  • As required, performs police officer (Patrol Officer) duties.
  • Will build and maintain community relations including advice and support in areas such as crime prevention and personal safety.
  • Abide by Yakama Nation Rules, Regulations and Policies.


Knowledge, Skills and Abilities:

  • Knowledge of Revised Yakama Code (RYC), and other laws or regulations.
  • Knowledge of the Yakama Nation Reservation and Treaty Fishing Areas.
  • Knowledge and ability to use effective and appropriate law enforcement techniques to enforce laws and regulations use proactive patrol techniques to minimize criminal activity, and use the elements of crimes to develop and document case reports for prosecution, if possible.
  • Knowledge, skill and proficiency in use of firearms; ability to meet firearms qualifications on a semi-annual basis.
  • Knowledge, skill and proficiency in use of an emergency police vehicle; ability to meet qualifications of annual emergency vehicle operator's course.
  • Possess basic computer skills for report writing, CAD/MDT operations.
  • Ability to analyze situations quickly and objectively recognizing danger elements.

  • Ability to enforce laws relative to criminal and traffic violations.
  • Ability to conduct on-scene investigations, aid persons in trouble and render public services as needed.
  • Ability to communicate effectively to provide oral testimony in any tribal, federal or state court and civil/ administrative proceedings.
  • Ability to maintain effective working relationships.
  • Ability to participate in mandatory trainings and meetings.
  • Ability to develop skill in the care and use of law enforcement equipment (firearms, breathalyzer, radar, communications equipment).
  • Ability to maintain confidentiality.
  • Ability to communicate effectively both orally and in writing.
  • Ability to cope with stressful situations, be firm, tactful, and respect individual rights.
  • Ability to work independently and productively with minimal supervision.
  • Ability to practice and maintain reliability, dependability, and trustworthiness.


Minimum Requirements:

  • High School Diploma or equivalent.
  • Must meet minimum age requirement of 21 years old, when sent to the Federal Law Enforcement Training Center, Academy.
  • Required to pass a criminal background check; under federal standards S.F. 86
  • Required to have or immediately obtain minimum training requirements for the position. The Basic Police Officer Training at the Indian Police Academy must be completed within the first year of hiring.
  • Required to maintain a current basic First Aid/CPR card.
  • Must be in excellent physical condition, and capable of sustained, strenuous physical exertion, as evidenced by annual physicals and physical Efficiency Battery Training.
  • Must have binocular vision correctable (Snellan) in each eye; near vision corrected or uncorrected must be sufficient to read Yeager type 11-14 inches.
  • Must demonstrate ability to operate a computer and associated software.
  • Keyboarding/typing skill at a minimum of 35 words per minute (WPM).
  • Required to work irregular hours, overtime, weekends, holidays, and rotating shifts.
  • Required to attend and successfully complete mandatory training.
  • Must understand the position and working conditions to consider the impact on personal lifestyle and family.
  • Required to wear department uniform
  • Required to sign a code of conduct and understand sanctions for misconduct.
  • Required to pass a pre-employment drug test.
  • Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving Permit.
  • Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.

PRE-EMPLOYMENT DRUG TEST
: Is required for Pre-Employment with the Yakama Nation. During employment, tribal employees are also subject to random testing (YN Personnel Policy Manual, Chapter 2.9.6, Section (a), (g), Alcohol and Drug-Free Workplace Policy).


TRAINEE
: The Yakama Nation reserves the right to practice Indian Preference by selecting an Indian applicant as a trainee at a reduced pay rate than announced. A training plan is developed to assist employee to reach required qualification requirements and performance level. After completing training plan, work performance will be evaluated. Upon satisfying qualification requirements, employee will obtain entry level pay.


INDIAN PREFERENCE
: In efforts to practice Self-Determination, the Yakama Nation grants Indian Preference for employment, promotions, and transfers to its employees and qualified applicants as appropriate. This may limit career opportunities for non-Indian applicants and candidates.


Preference for employment will be granted to qualified individuals meeting minimal qualification criteria in the following order pursuant to the YN Personnel Policy Manual Section 2.1.3:

  • 10-points= Enrolled member of Yakama Nation.
  • 8-points= Indian (enrolled) spouse of an enrolled Yakama member.
  • 6-points= Other Indian (member of a federally recognized tribe).
  • 8-points= Indian (enrolled) descendant of enrolled Yakama member.
  • 2-points= Non-Indian spouse of an enrolled Yakama member.
  • 0-points= Non-Indian.

Personnel Policy Manual Section 2.1.4:

  • Positions funded under non-638 federal funding: 8-points= Indian (member of a federally recognized tribe).


VETERAN PREFERENCE
: Is pursuant to Section 402 of the Vietnam Era Veteran's Readjustment Assistance Act of 1974. For verification, must provide a copy of honorable DD-214.
