Homeless Services Program Manager
Northwest Human Services (NWHS) is hiring an individual committed to the community that seeks the well-being of all its residents. NWHS is hiring a Homeless Service Program Manager to provide management and direct oversight to the NWHS Homeless Outreach and Advocacy Project (HOAP).
Location: HOAP - 694 Church Street NE, Salem, Oregon 97301
Job Status: Full-time, Monday-Friday
Sign-on Bonus: $3000
Referral Bonus: $1000
YOUR ROLE:
As the Homeless Service Program Manager, you will assure that homeless consumers receive successful access to necessary day center services, including case management, wrap around supportive services, emergency assistance, outreach services, and access to the agency’s medical, mental health, and dental programs.
This is a supervisory position that is responsible to recruit, hire, train, and supervise all HOAP program staff, interns, and community volunteers.
THE IDEAL CANDIDATE WILL:
- Demonstrate a commitment to Diversity, Equity and Inclusion, public service, fiscal responsibility, and innovation in service delivery.
- Possess knowledge of homeless and/or affordable housing programs, management of data systems and ability to create strong community partnerships.
- Be experienced and lead in managing grants and a multi-fund budget.
- Utilize problem-solving skills, proactively identifying and supporting creative and viable solutions.
- Communicate effectively to different audiences, including multi-disciplinary teams, various levels of city, county, and regional management, and members of the public.
QUALIFICATIONS:
- Bachelor’s Degree in Counseling, Social Work, or Public Health required.
- Experience in program management, program planning, and program oversight, including clinically oriented work.
- Experience with workforce management, training, and providing staff supervision.
- Knowledge and understanding of Trauma Informed Care.
- Experience working within housing-first focused and harm reduction modalities.
- Oregon Driver's License, proof of auto insurance (this position requires driving and a motor vehicle report will be conducted prior to hiring)
PREFERRED QUALIFICATIONS:
- Master's Degree in Human Service fields.
- One to three years of experience making clinical decisions.
- Public relations and networking experience.
- One to three years of relevant work experience with those experiencing homelessness and/or those living with severe and persistent mental illness (SPMI).
ABOUT OUR HOAP PROGRAM:
The Homeless Outreach and Advocacy Project (HOAP) was established in 1986 to deliver critical health services to people experiencing homelessness in our community. HOAP is an essential day center that offers basic needs services (food, showers, laundry, clothing), case management, and medical services for adults experiencing homelessness. HOAP operates under a low-barrier treatment model that affords at-risk individuals with a more flexible and holistic approach to their care. The HOAP Day Center serves as the entry point for building trust and lasting relationships by providing a space for safety and support. By ensuring continued access to both medical and wrap-around support services, vulnerable individuals are provided with a better opportunity to maintain their long-term health needs and housing goals.
