SCHUYLKILL COUNTY

JOB TITLE: Human Resources Director

DEPARTMENT: Human Resources

GENERAL SUMMARY: Under direction of the County Administrator, plan for the development of County personnel policies and procedures; directs activities to ensure compliance with equal employment opportunity policies and employment regulations. In addition, conduct employee relations activities; administer classification and compensations programs; manage labor relations activities including preparation for collective bargaining; develop and implement recordkeeping systems to track employment data and supervise and develop the skills of the HR staff.

Directs the development and implementation of organizational development programs, employee orientation and training programs, benefit plans, and database management procedures,

Administers employee health and welfare programs. This position acts as a liaison between employee and insurance providers to resolve benefits-related problems and ensure effective utilization of plans and positive employee relations. The HR Director also ensures plans are administered in accordance with federal and state regulations and plan provisions are followed.

ESSENTIAL DUTIES AND RESPONSIBILITES:

  • Conduct employee relations activities; arrange and schedule meetings between grieving workers, union stewards and managerial personnel to investigate and resolve grievances; serve as Equal Employment Opportunity Officer and American’s with Disability Act Officer; review and respond to complaints regarding employment discrimination.
  • Perform job analysis and prepare changes to classification of descriptions; analyze county pay practices and prepare recommendations for changes to meet changing requirements; gather market information and recommend competitive pay ranges; analyze organizational structure and assist with development of strategies to improve work organization and efficiency of operations.
  • Analyzes collective bargaining agreement and develops interpretation of intent, spirit, and terms of contract to counsel management in development and application of labor relations policies and practices.
  • Collaborates with Benefit Administrator to manage health and welfare plans, including enrollments and terminations. Process required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions.
  • Prepares statistical reports of types and frequency of actions taken concerning grievances, arbitration, mediations, and relations activities, to identify problem areas.
  • Represents management in labor contract negotiations and prepares the County proposal for all negotiation sessions. Serve as resource to negotiators by providing information on provisions of current contract and significance of proposed changes.
  • Furnishes reference documents and statistical data concerning labor legislation, labor market condition, prevailing union and management practices, wage and salary surveys, and employee benefits programs for labor contracts negotiations.
  • Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  • Coordinates online training in safety, sexual harassment, supervision and other topics to enhance skill levels of all employees.
  • Advises management in appropriate resolution of employee relations issues.
  • Represents county government operations at personnel-related hearings and EEOC investigations.
  • Studies legislation, arbitration decision, and collective bargaining contracts to assess impact on county government operations.
  • Writes and maintains job descriptions and policies. Consults legal counsel to ensure that policies and job descriptions comply with federal and state law.
  • Consults with managers and health care professionals to evaluate the need for, develop, and implement accommodations, return-to-work, light-duty, and other responses for disabled employees.
  • Develops, recommends, and monitors budget allocations for the Human Resources Department.
  • Administer and/or provide staff input to County Administer and County Commissioners on all contractual agreements, contacts and levels of insurance.

Education/Employment: Any combination of education and experience, which indicates possession of the skills, knowledge and abilities, listed below. An example of acceptable qualifications for this position is completion of bachelor’s degree in human resources field and five to ten years of related experience.

Working Conditions:

Work is performed in usual office environment but involves frequent touring of county departments to meet with personnel. Work is performed with frequent interruptions and frequently involves responding to angry or upset individuals. Involves occasional travel for educational purposes.

Job Type: Full-time

Pay: $85,000.00 - $95,000.00 per year
