General Description: This position is responsible for administering human resources policies, programs, practices and employee relations activity in the organization as needed. Recommends and implements policies and programs in such areas as recruitment and employment, organizational planning, anti- sexual harassment training, drug and alcohol testing, and employee relations. Provides guidance and technical assistance in these areas to other staff and operating functions of the organization.
Supervision Received: Executive Officer of Human Resources
Supervision Exercised: All relevant Human Resources staff.
Essential Job Functions:
- To support the mission of the Chickasaw Nation to enhance the overall quality of life for the Chickasaw people.
- Organize, direct, coordinate, and oversee all HR operations to include recruiting, hiring, data processing and internal audit.
- Responsible for mentoring and coaching staff to ensure we are continuously developing a highly qualified team for long term sustainability.
- Ensures employee action notices (EAN’s) and employment vacancy notices (EVN’s) follow applicable guidelines, policies and procedures.
- Responsible for advising, coaching, and educating management on how workforce issues can affect the overall performance of the Nation, and offer solutions that support the execution of business plans.
- Works with managers and staff to oversee employee relations and performance management process.
- Acts as advisor on human resource issues to other managers and all levels of employees throughout the Chickasaw Nation.
- Advises facility leadership on best practices to improve work relationships, build morale, increase productivity and retention.
- Advise and partner with CNDH’s and Family Services leadership teams with the planning and the implantation of processes, procedures or programs that will drive organizational change, ensuring that the impact to Chickasaw Nation employees is given due consideration.
- Manage and resolve complex employee relations issues to ensure "People First” is upheld and issue is resolved.
- Analyze trends and metrics in partnership with HR group to develop solutions, programs and processes.
- Maintains current knowledge and understanding of regulations and practices, new developments, and applicable laws / policies regarding human resources.
- Consistent periodic analysis of staff capacity needs.
- Assists in the preparation and management of the departmental budget.
- Approve expense costs and HR department invoices up to amount specified in delegation of authority.
- Maintains documented written standard operating procedures updated and modified periodically as necessary to reflect current procedures.
- Ensures employment data is accurately reflected within all human resources information systems.
- Responsible for conducting employee investigations and submitting statement of facts for Administrative Appeal.
- Management of the hiring process to ensure compliance with all tribal laws and policies.
- Make decisions regarding professional development and separation of employees.
- Responsible for problem solving and follow-up of any personnel related matters.
- Ensure that human resources standards for Joint Commission accreditation are maintained to include auditing and tracking of registration and/or certification prior to expiration through the centralized database.
- Performs all other duties as assigned.

- Required: Must possess strong knowledge of Human Resources including but not limited to HR Strategy, Employment Law, Job Analysis, Organizational Development, and Recruiting.
- Required: Must be strategic, have a good professional presence, and possess strong planning and organizational skills and experience leading projects.
- Required: The ability to plan, organize, direct and evaluate the work of subordinate employees.
- Required: Ability to effortlessly switch from thinking about programs at a higher/strategic level to producing results as both part of a team and as an individual contributor.
Education:
- Required Bachelors: Bachelor’s degree and five to seven years of experience in Human Resources
- Preferred Masters: A master’s degree in Human Resource Management, Business Administration, and three to five years of experience in Human Resources
- Education Note: Any appropriate combination of education and experience.
Training and Experience:
- Required: Experience 5+ years Seven + years broad- base human resources experience (at least two of which must be in management) is required. Experience must involve interviewing, processing, counseling, coaching, and terminating employees.
- Required: Experience 3 -5 years Three + years of experience in strategic planning and strategic partnering is required.
- Preferred: Experience 0 - 6 months Experience within multiple industries and businesses is preferred, but not required.
- Preferred: Experience 5+ years Five + years of experience encouraging multidisciplinary teamwork.
Licenses, Certifications, Other:
- Preferred: PHR, SPHR, SHRM-CP, or SHRM-SCP preferred
Physical Requirements:
- Required: Must be able to sit or stand for long periods of time. Requires standing, sitting, walking, repetitive motions, listening and hearing ability and visual acuity.
- Required: Must be able to lift or move up to 15 pounds.
Work Environment: Work is performed in an office environment. Occasionally may need to visit facilities and other locations where smoking occurs. Light travel is required
Core Leadership Level: This position requires completion of level three Core Leadership Training within 24 months of the hire or promotion date.
