Duties

  • At the GS-7, 9 and 11 level, the candidate will receive advanced on the job training and instruction. Tasks are frequently portions of broader assignments. At the full performance level (GS-12), you will be responsible for the following:
  • Serve as an Engineer within a highly collaborative design team, make immediate contributions and take initiative to complete work on some very unique historically significant facilities on Fort Leavenworth.
  • Inspect plans and specifications of HVAC, plumbing, or electrical layouts from planning through completion.
  • Recommend technical plans, objectives and undertakings which will provide more effective uses of resources (i,e, funds, facilities, equipment and expertise).
  • Evaluate and recommend development plans for construction, renovation and improvements of real property facilities.
  • Coordinate the planning, design, construction and environmental considerations for various mechanical engineer projects.
  • Review project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedules and costs.
  • Engage in planning and/or designing substantial new construction, renovation and improvement projects for a variety of real property facilities.
  • Oversee all phases of mechanical installations, inspection testing and construction operations for a variety of real property facilities.

  • Must possess or be able to obtain and maintain a Secret security clearance.
  • This position requires the employee to work under adverse environmental conditions.
  • Temporary duty travel (10% or less) away from the normal duty station.
  • Overtime work may be required due to mission requirements.
  • Must possess or obtain and maintain a valid state issued driver's license.
  • Financial Disclosure Statement must be submitted upon entering the position and annually thereafter.
  • A one year probationary period may be required in accordance with agency policy.

This is a Public Advertisement for positions being filled under the Department of Defense (DoD) Direct Hire Authority (DHA) for Certain Competitive Service Positions, 5 U.S.CX. 9905, PL 115-232, 01/02/2019. This announcement will be closed once the position is filled.

This is a developmental position and may be filled either the GS 7, 9, or 11 grade level. Full performance is the GS 12 level.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

For the GS-7 level: Specialized Experience required: One year of specialized experience which includesexperience applying engineering concepts, principles, standard engineering practices, methods, and techniques; and preparing minor routine design and drafting assignments utilizing computer aided design and drafting (CADD) programs or similar software or education substitution below. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

For the GS-9 level: Specialized Experience required: One year of specialized experience which includes experience utilizing computer-aided design and drafting (CADD) or related software to prepare/review designs ; and, assisting higher level engineers with technical calculations and design analysis or education substitution below. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

For the GS-11 level: Specialized Experience required: One year of specialized experience which includes experience preparing portions of conventional engineering plans, designs, and/or design specifications; using computer aided design and drafting (CADD) or related software to prepare/review designs; and provide support to engineers with facilities inspections. OR education substitution below. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

For the GS-12 level: Specialized Experience required: : One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience planning and/or monitoring large scale facilities, construction, renovation and improvements projects; and, evaluating plans of real property facilities to ensure compliance with objectives, standards and requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

Education substitution for GS-07: One full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Engineering. (NOTE: You MUST attach a copy of your transcripts.)
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:

  • (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
  • (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
  • (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (NOTE: You MUST attach a copy of your transcripts.)

Education substitution for GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering. (NOTE: You MUST attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Education substitution for GS 11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: General Engineering, Mechanical Engineering, etc. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Education substitution for GS-12: You must meet the qualification requirement using experience alone -no substitution of education for experience is permitted.
