This is a full-time, project Health Services Consultant 3 (HSC 3) position, with an anticipated end date of July 31, 2024.

As a
Medical Countermeasures Program Specialist (HSC 3) you will support the medical countermeasures planning and response efforts within the Executive Office of Resiliency and Health Security (EORHS). You will ensure that the Department, local health jurisdictions, tribes, and healthcare systems are prepared to respond to and recover from healthcare impacts related to disasters.
Responsibilities include, but are not limited to:
- Providing planning expertise, agency representation, and coordination with internal and external stakeholders.
- Assisting and supporting the Medical Countermeasures (MCM) Program Manager who is the designated technical expert for medical countermeasures.
- Participating as a member of the DOH Incident Management Team during public health emergencies and exercises.
The duty station of this position is currently in Tumwater, Washington. However, the work location, telecommuting, and home-based options within Washington State are negotiable. It is anticipated that the incumbent would be expected to be onsite at the Tumwater duty station for work activities 1-2 days monthly and when serving as a member of the DOH Incident Management Team. This is a conversation to be had between the incumbent and the supervisor.

Required Qualifications.
OPTION 1: Four (4) or more years demonstrated experience with exercise design and training development and implementation in public health, emergency management, heath care administration, public or business administration, adult education, or allied field setting.
OPTION 2: A bachelor’s degree in public health, emergency management, heath care administration, public or business administration or allied field; AND two (2) or more years demonstrated experience in an emergency preparedness or emergency response role, public health, health care administration, adult training and education or closely allied field.
AND,
- Demonstrated experience giving and receiving information both orally and in writing to diverse audiences.
- Demonstrated public speaking and facilitation skills.
- Experience using performance measures and data to identify opportunities and measure process improvement.
Desired Qualifications
Experience in an Emergency Operations Center position, or on a Type III Incident Management Team (or higher).- Demonstrated experience in logistical or supply chain planning.
- Demonstrated knowledge of the Strategic National Stockpile program.
- Demonstrated knowledge of Medical Countermeasures Dispensing.
- Model effective group process behavior, such as listening, discussing, negotiating, rewarding, encouraging and motivating.
- Models effectively the program’s values of integrity, honesty, teamwork, ethics, competency, respect, trust, collaboration, and achievement.
- Facilitates identification of shared or complimentary missions and creation of common vision.
- Homeland Security Exercise Evaluation Program (HSEEP) Certification and/or Master Exercise Practitioner Certification.
