This Clinic Manager position is for a vacancy located in our Rosenblum Behavioral Health Outpatient Clinic in Hammond, LA. Please see the Examples of Work below for additional information on this position.

This position may be filled as a probational appointment
. Applicants may be asked to serve a probationary period that may be anywhere between 6 months and 24 months.

Preference may be given to individuals who have at least 6 months of substance abuse treatment experience or have passed the ADC, AADC, or EMAC exam at the time of appointment.

Salary may be negotiable depending on the chosen applicant’s level of experience. Below is a list of the pay range(s) for the position(s):
  • Mental Health Center Manager B: $27.49/hour minimum - $54.12/hour maximum

Qualifications

MINIMUM QUALIFICATIONS:
A master's degree in psychology; social work; sociology; counseling; health services; hospital, public, health care or mental health administration; nursing; public health; education with a concentration in psychology or counseling; special education; or in a human services or behavioral science discipline as listed in the NOTE; plus four years of professional level experience providing health services, mental health treatment, social services, nursing, education, or guidance and counseling.
SUBSTITUTIONS:
Graduate work beyond the master's degree in qualifying fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.
A doctoral degree in one of the above fields or a medical degree will substitute for two years of the experience.
NOTE:
Graduate training will substitute for a maximum of two years of the required experience.
NOTE:
Human services or behavioral sciences degrees acceptable to the Addictive Disorder Regulatory Authority include addiction studies, behavioral science, public health, public policy/administration, health administration, social work, psychology, counseling, sociology, criminal justice, educational counseling, and rehabilitation counseling.
Comparable degrees will be considered qualifying if deemed acceptable by the Addictive Disorder Regulatory Authority.
NOTE:
Some positions may require regulation as a Licensed Addiction Counselor (LAC) or Licensed Master's Social Worker (LMSW).

NOTE:
Applicants who possess a master’s degree in social work may be required to maintain licensure in accordance with the Louisiana State Board of Social Work Examiners.
NOTE:
Any college hours or degree must be from an accredited college or university.

JOB DISTINCTIONS:
Differs from the Mental Health Center Manager-A by the presence of responsibility for managing a large mental health center.

Differs from the Mental Health Regional Administrators by the absence of responsibility for managing a mental health region.

Examples of Work

The incumbent serves as the facility manager for the Rosenblum Behavioral Health Clinic, which operates under the administration of Florida Parishes Human Services Authority (FPHSA) and serves the geographical catchment area of Tangipahoa and St. Helena parishes. Clinic operations include: Adult Mental Health Services; Adult Substance Use Treatment Services; Home and Community Based Services (HCBS) such as Community Psychiatric Supports and Treatment (CPST), Psychosocial Rehabilitation Services (PSR), and Crisis Intervention (CI); Child/Adolescent Mental Health Services; Medication Management; Pharmacy Services; and Administrative Support Services. The incumbent reports directly to the FPHSA Behavioral Health Services Director, who is responsible for and oversees the behavioral health services/operations for the agency. Clinic staff include: classified and unclassified staff, contract staff, and interns. Active caseload census is approximately 1,900; however, assessment and crisis services are provided to persons who are not included in the active caseload count, but whose acuity level requires a significant amount of resources and support.

This position supervises, manages, and directs the total operation and activities for the Rosenblum Behavioral Health Clinic, establishing goals, objectives, and priorities for the clinic. This position also directly supervises the Clinician and Administrative Support supervisors, conducts weekly staff meetings, coordinates with medical and nursing staff to ensure delivery of appropriate medication management services, and collaborates and coordinates services with other agencies as needed.
