Summary


The candidate will provide superior email services to meet customer SLAs and objectives and DOI customer service goals to DOI and its Agency customers. The candidate will provide expert technical services in architecting, designing, implementing, and operational management of Enterprise messaging supporting services and related synchronization services.

This support will consist of direct and indirect communication and the means to track all support requests. The candidate will maintain security configurations for servers and images; review and recommend releases of patches; schedule and perform monthly patches in accordance with established policies and procedures.

The candidate will research and implement complex, and custom configurations to accommodate specific business needs involving automated workflow or processing. Candidate will also ensure all RCAs are complete, thorough, accurate, and free of errors. RCAs are completed in accordance with agreed upon delivery schedules and format for their respective task areas or if another Task Area or work group take lead in developing an RCA, input is provided to the lead responder within the applicable timeline.

Regarding operational support requirements, the candidate will provide expert technical services in architecting, designing, implementing, and operational management of the DOI Unified Messaging Service environment comprised of Microsoft Exchange and MS Exchange Online services. This includes expert technical services necessary to manage a secure role-based enterprise administration solution, provide operational security management services, support, develop and provide incident and problem management.


The candidate will be responsible for the following tasks:

  • Exchange, SMTP, Email relay services, and email service operations, planning and management.
  • Monitor Performance of email and related service level agreements.
  • Manage service-level management processes.
  • Provide continued support to Department level Change Configuration Board (CCB) by presenting technical changes and requests to meetings and board members.
  • Develop, maintain, and track new optimization and standardization requirements to meet Bureau, DOI, and Federal requirements.
  • Develop and maintain an optimization and standardization strategy and review documentation with government to key stakeholders to achieve consensus.
  • Assist in the development and execution of new IT initiatives directly and indirectly associated with the Department’s implementation of Unified Messaging.
  • Provide program support on behalf of the OCIO to all programs requiring the adoption, integration, or support of Unified Messaging related components.
  • Monitor server and system role event logs for SMTP service related events via the DOI provided tool sets. These logs will be maintained per Department guidance.
  • Monitor operating system, software service packs, and patches per departmental policy and guidance. Test service packs and patches for release and distribution to Exchange SMTP servers using software update services.
  • Configure and Maintain Secure Transport compliance rules.
  • Configure domain and domain alias in Microsoft Office 365 Admin Console.
  • Configure and maintain email routing and delivery configurations.
  • Maintain and Operate the Exchange Management Console.
  • Operate Exchange Management Shell and PowerShell for testing, scripting, and maintaining and Testing Windows email roles and SMTP environment.
  • Maintain and operate Organization Configuration roles
  • Operate within the DOI organization’s administrative role guidelines
  • Maintain and operate Server configurations within an Exchange organization
  • Maintain and Operate Hub Transport Services including but not limited to Send and Receive Connectors, Edge subscriptions, transport rules.
  • Operate and manage Recipient Configuration components
  • Maintain and operate SMTP relay services for Internal Bureau relay needs.
  • Support 3rd party SMTP relay services throughout DOI.
  • Provide BisonConnect email team escalated SMTP service support
  • Provide base level Active Directory support and email account moves
  • Maintain, operate and Test failover SMTP services and sites
  • Participate in periodic meetings and teleconferences as needed to support Unified Messaging.
  • Serve as a liaison to the Enterprise Services Team when EAD support is required.
  • Serve as primary configuration management control for SMTP services. Prepare change control documentation and ensure compliance with Change Control Guidance.
  • Perform day-to-day research ensuring technology and best practice guidance are applied and used appropriately within the Email and SMTP service environments.
  • Provide general technical and operational expert consultation on Exchange Management and SMTP services.
  • Develop project plans to transition, administration and operations necessary to support this requirement,
  • Provide training on Exchange service and SMTP administration to necessary personnel.
  • Maintain appropriate email ad SMTP operations documentation

  • MS Authenticator Multi Factor Authentication

  • O365 Power apps such as PowerAutomate and PowerBI

Other requirements

  • US citizenship required
  • Active NACI, or higher, clearance preferred
  • A Bachelor degree in related field
  • Applicant must have at least five years of experience directly related to the line of work of this position.
