About the Role:
MOCEJ seeks a Policy Advisor to join the Living Streets and Public Spaces team. Reporting to the Deputy Director for the Living Streets and Public Spaces, the Policy Advisor will work collaboratively with staff across MOCEJ and multiple agencies to promote the team’s policy priorities and to achieve increased cooperation for strategic initiatives, and to evaluate and implement results from best practices from around the world for use in policy and program development. This position will convene internal and external stakeholders and support a portfolio of initiatives related to resiliency and sustainability, green infrastructure planning, air quality, equitable parks and open space access, and extreme heat mitigation, while working to increase environmental quality of life and sustainability for all New Yorkers.
Responsibilities will include, but are not limited to:
- Provide thought leadership on initiatives that help improve neighborhood environmental quality and the health and well-being of New Yorkers.
- Coordinate with and convene City agencies to plan, scope, and implement the next generation of community-driven climate adaptation and mitigation projects through the Climate Strong Communities program and other work to achieve MOCEJ’s goals.
- Support the management and implementation of public engagement strategies for MOCEJ’s Climate Strong Communities program as it develops equitable resiliency projects in areas that still face disproportionate risks from multiple climate challenges.
- Coordinate with city agencies to develop and execute strategies that increase and improve sustainability advocacy; right-of-way, open and green space planning; zoning & land use coordination; public realm activation; and/or other work that achieves MOCEJ climate and environmental justice goals.
- Synthesize research and keep up to date on current literature as well as agency and external organizations’ plans related to urban planning, sustainability and natural resources management, climate adaptation, etc. and identify work streams that support the goals of MOCEJ, the NYC Streets Plan, NYC Forest Management Plan and/or the NYC Solid Waste Management Plan, among others.
- Track policies, initiatives, incentives and legislation at the City, State and Federal levels that support the enhancement of environmental justice; identifying opportunities to apply them in the NYC context. Support development of appropriate responses and recommendations in coordination with the MOCEJ Legislative Affairs team and coordinate appropriate external engagements in coordination with the MOCEJ Partnerships and Environmental Justice teams.
- Foster relationships with City, State and Federal agencies to align priorities and ensure planning efforts support the implementation of MOCEJ’s work, including agencies such as Department of Transportation, Department of Parks and Recreation, Department of Sanitation, Department of City Planning, Economic Development Corporation, Department of Health and Mental Hygiene, etc.
- Identify, foster and sustain relationships with civic organizations and networks to advance policy and program implementation.
- Represent MOCEJ at meetings, community forums, conferences, and other events.
- Assist with special projects as needed, and lead other duties, as assigned.
Qualifications:
- A bachelor’s degree with 3 years of full-time professional work experience in relevant field. A master’s degree is a plus.
- A background in policy, urban planning, project management, or sustainability with an understanding of issues related to resiliency in a city setting and knowledge of federal funding programs.
- An understanding of the interplay of sustainability, health and climate adaptation, and an awareness of existing policies and trends that support sustainable communities.
- Demonstrated presentation skills. Candidates must be comfortable with public speaking and advocacy group and community engagement.
- Strong data analysis skills. Proficiency in analytical software and geographic information systems (GIS), and InDesign. Candidates must be comfortable with quantitative analysis and have an ability to synthesize data and to focus quickly on the essence of an issue.
- Excellent written and verbal communication skills, including the ability to translate technical information into accessible forms. Clear, effective writing style is a must.
- Excellent organizational, project management and interpersonal skills.
- Knowledge of NYC or New York State’s governmental structure and policy context.
- Willingness to travel in the 5 boroughs and work after hours or on weekends, as needed.
- Fluency in a second language a plus. Work in NYC communities a plus.
Salary Range:
$80,000 - $95,000
