The Energy Policy & Institutional Support Group within the Electricity Infrastructure and Buildings Division is seeking a Principal Research Analyst - Energy Policy to provide technical expertise, analysis, and publishable products to inform policy design and implementation. The position will focus on electrification of transportation systems at scale but will also provide analysis of other emerging power distribution and transmission planning, and demand-side policies. The Principal Research Analyst-Energy Policy will apply their deep knowledge of clean energy technologies, markets, policies and regulations, to define solutions to economic and institutional barriers to clean energy policy implementation.


Responsibilities


Responsibilities of the Principal Research Analyst include:

  • Proactively identify and solve unique and complex problems that have a broad impact on the Laboratory and its sponsors.
  • Anticipate internal and or external business challenges, sponsor and/or regulatory issues and recommend process or service improvements.
  • Utilize technical expertise in one or more scientific, engineering, or policy disciplines, determine the significance and reliability of incoming information, and integrate new information with current data. Evaluate information to determine a recommended course of action.
  • Produce publishable technical reports and products (e.g. policy impact studies) to advance the frontiers of science and address some of the most challenging problems in national security, energy, and the environment.
  • Apply and interpret novel theories, principles, novel methods, tools, and technologies related to current and future clean energy policies.
  • Provide domain knowledge and insight on national-level mission needs to multidisciplinary project teams comprised of scientists and engineers.
  • Lead multidisciplinary project teams.
  • Engage with various stakeholders to gather such as state and federal policymakers, regulators, utility and other industry representatives, and researchers.


Qualifications

Minimum Qualifications:
  • BS/BA and 11 years of relevant experience -OR-
  • MS/MA or higher and 9 years of relevant experience
Preferred Qualifications:

The Principal Research Analyst is our most senior analyst position and requires someone with deep expertise in their field, growing external recognition, and broad experience leading analytical tasks and teams.
  • Advanced degree in policy, economics, data science or a related engineering field (e.g. systems, electrical)
  • Deep energy policy domain knowledge with an understanding of the technical and economic challenges associated with transportation electrification and systems integration with the grid
  • Strong data analysis and research skills
  • Experience analyzing techno-economic data to support planning for transportation electrification
  • Experience working with utilities, transportation agencies, private industry, regulators, policymakers, and other stakeholders on state and/or federal energy policy
  • Demonstrated project management skills, with experience leading scoping, scheduling, budgeting, and building teams.
  • Excellent writing skills and a demonstrated record of contributions to technical reports and/or journal articles
  • Strong verbal communication and presentation skills with demonstrated record delivering presentations to technical and non-technical audiences
