ABOUT THE DEPARTMENT

The Colorado Department of Public Safety (CDPS) consists of five Divisions: Colorado Bureau of Investigation (CBI), Colorado State Patrol (CSP), Division of Criminal Justice (DCJ), Division of Fire Prevention and Control (DFPC), and the Division of Homeland Security and Emergency Management (DHSEM). The Executive Director's Office (EDO) provides administrative and management services to the operating divisions of the department.

Description of Job

ABOUT THE WORK UNIT
The mission of the Colorado Division of Fire Prevention and Control is to safeguard those that live, work, learn, and play in Colorado by reducing threats to lives, property, and the environment. The Division safeguards the public through: fire prevention and code enforcement; wildfire preparedness, response, suppression, coordination, and management; training and certification; public information and education; and technical assistance to local governments.
The primary purpose of the work unit is to:
  • Augment the generic training and third-party certifications currently used to certify local governmental entities’ inspection and plans examiner professionals and private third-party inspection professionals with state supported training and education, relevant to the inspection of and plan review for facilities overseen by the Division;
  • Perform random inspections (validation surveys) of facilities and construction projects subsequent to inspections performed by state certified governmental entities’ inspection professionals and private third-party inspection professionals. A certain percentage of local inspections are chosen for validation. The intent is to compare the deficiencies identified during inspections by both the local and state inspectors in order to identify discrepancies. These discrepancies are relayed to the local inspection agency for remedial action;
  • Perform frequent coordinated inspections with local governmental entities’ inspection professionals and private third-party inspection professionals. This is especially important with new inspectors in smaller jurisdictions, where the inspections will serve as a mentorship opportunity;
  • Perform random peer-review of construction documents submitted to local governmental entities’ plans examiner professionals for permitting. The process is very similar to the validation survey process noted above. Included in these peer reviews will be mentoring and training opportunities, which has previously been unavailable to many of these jurisdictions;
  • Respond to and investigate complaints, primarily for the Suppression program.
The work of this Unit is primarily educational. Only in extreme cases of negligence, fraud, or gross incompetence would the Division consider any remedial or disciplinary action. This educational approach is critical in order to obtain buy-in from our delegated local governmental entities’ inspection and plans examiner professionals and private third-party inspection professionals, without whom these programs could not succeed.
POSITION DUTIES
This position coordinates the day-to-day activities of the Professional Development Unit under the direction of the Unit leader.

This position plans, coordinates, and directs activities within the PDU related to Building Code training, manages online content and interacts with external stakeholders.

This position delivers training for inspectors and plan reviewers within DFPC and in external agencies, including basic and advanced procedures and protocols for validation inspections, coordinated inspections, plan review peer review, and complaint investigations.

This position evaluates and tracks the progress of inspector and plan reviewer staff training.

This position performs planning, scheduling, and monitoring training and educational opportunities, validation inspections, coordinated inspections, and plan review peer review.

This position requires a high level of knowledge and experience in the professional field of building, fire, and life safety code administration including (but not limited to); code enforcement, plan reviews, and inspections.

This position will assist in the design of strategy, systems, processes, and guidelines that directly impact the work unit's ongoing operation.

Responsibilities may also include project documentation, monitoring and reporting of project status, tracking accomplishments versus operational requirements, resolving issues and change initiatives, risk analysis, and deliverables.

This position will also assist with planning and resolving logistical and inter-agency needs.

This position will mentor and serve as a work leader for fellow professional development educators, plan reviewers, and inspectors.

Train and Mentor FLSS Inspector and Plans Examiners/Peer Leader:
Position acts as a preceptor and trains inspectors and plans examiners in all aspects of unit assignments.
Responsible for conducting and facilitating training for plan examiners and inspectors in both the field and office.
Provides ongoing advanced training for plan reviewers and inspectors based on available opportunities and the individual employee’s level of expertise and knowledge base, and provides remedial training where necessary.
Assists with the development and revision of training tools, protocols, and curriculum. Evaluates and assists subordinates in the office and the field as required to assist with meeting workload requirements.

Serves as a developmental work leader assisting inspectors to enhance their inspection/plan review skills while developing the mentored inspector’s comprehension and familiarity with the Division’s policies and procedures.
Serves as a work coordinator, technical resource, and adviser to fellow inspectors on style, policy, and best practice.

The position will be partially accountable for the work product of mentored inspectors including timeliness, correctness, and soundness of the mentored professional inspectors functioning at the Inspector II and Inspector III level of complexity.

The position exercises experienced and fully developed professional judgement in multiple complex architectural and engineering concepts through the application of the Division’s adopted codes, standards, and policies while training and developing Building, Fire and Life Safety Inspectors and Plan Reviewers.

Train and Mentor Outside Agency Inspectors and Plans Examiners:
Position acts as a preceptor and trains inspectors and plans examiners in all aspects of Inspection and Plans review as related to DFPC-regulated programs, including School Construction and Fire Suppression Systems.
Responsible for conducting and facilitating training for plan examiners and inspectors in both the field and office.
Provides ongoing advanced training for plan reviewers and inspectors based on available opportunities and the individual employee’s level of expertise and knowledge base, and provides remedial training where necessary.
Assists with the development and revision of training tools, protocols, and curriculum. Evaluates and assists subordinates in the office and the field as required to assist with meeting workload requirements.

The position exercises experienced and fully developed professional judgement in multiple complex architectural and engineering concepts through the application of the Division’s adopted codes, standards, and policies while training and developing Building and Fire Inspectors and Plan Reviewers.

Manages Online Content:
Creates, posts, and maintains appropriate online content for the Professional Development Unit related to program priorities on social media, and the Unit’s webpage only a weekly basis.

Stakeholder Interaction:
The position interacts with architects, engineers, designers, agency executives, agency training officers, and others to determine stakeholder training needs and communicate training strategies and plans.

Other duties may be assigned to meet the mission of DFPC.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)

  • A minimum of three (3) years of experience related to commercial building or fire systems plan review and inspection procedures are required.
  • Must be a certified (ICC) Building Plans Examiner or Commercial Building Inspector.
OR
  • Coursework or a degree in closely related fields of study may be substituted for up to half of the required years of experience.
SPECIAL QUALIFICATIONS
  • Certified ICC Commercial Building Plans Examiner
  • Certified Commercial Building Inspector
  • Certified Fire Inspector II(NFPA or ICC Certification)
  • Demonstrated knowledge of architectural/construction technology and terminology and related documents including plans, specifications, and other related items.
  • Demonstrated knowledge of Community Risk Reduction concepts and practical applications.
  • Demonstrated working knowledge in utilizing and interpreting Codes and Standards adopted by the Division.
CONDITIONS OF EMPLOYMENT
  • Current valid driver's license at time of hire and must obtain a Colorado-issued driver's license within 6 months of hire.
  • Requires successful completion of a background investigation, polygraph and drug screening.
  • Required to operate CDPS state vehicle.
  • Appointed candidate must be able to travel extensively throughout Colorado.
