To manage the Idaho Occupational Safety and Health Consultation Program.

The Idaho Occupational Safety & Health Consultation Program provides free occupational safety and health services to small businesses within the state of Idaho to help them understand and follow the rules and regulations required by the Occupational Safety & Health Administration (OSHA). This is done mainly through onsite consultation services that assist with hazard recognition, reduction and elimination; industrial hygiene monitoring; and written program reviews. This program is proudly housed at Boise State University.

Manages a large team typically consisting of both experienced professionals and subordinate Managers. Focuses on tactical and operational plans with short to mid-term focus; significant responsibility to achieve broadly stated goals through subordinate Managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Requires broad management and leadership knowledge to lead project or program teams in one department/job family. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines campus strategies for a program with campus wide impact.

60% of Time the Program Manager OSHCon must:

• Ensure that consultations provided to private businesses are conducted according to OSHA policies, guidelines, and regulations.
• Develop and create all required reports including the annual and quarterly reports for both OSHA Region 10 and Boise State University.
• Ensure program coordination with OSHA regional and local area safety and health compliance programs.
• Manage the budget, including overseeing the development and operation of the annual budget.
• Manage the development and implementation of the annual training plan.
• Serve on national program task forces and committees.
• Procure equipment related to office and field work.
• Conduct training of industrial employers/employees regarding OSHA regulations, safety and health programs, hazard recognition and abatement, and safe work practices in a variety of industrial and construction settings and in a classroom environment.
• Advertising Idaho Occupational Safety and Health Consultation Program services to the public and various trade organizations.
• Respond to the public questions regarding safety and health topics and OSHA regulations.

35% of Time the Program Manager OSHCon must:

• Travel to and from job sites around the state of Idaho (operate a vehicle).
• Travel to out-of-state required training and events related to consultation program manager duties.
• Provide a minimum of ten (10) personal onsite safety and/or health consultation services annually to private workplaces (construction sites and industrial settings) concerning compliance with OSHA standards and other recognized safety standards (walking, standing, bending required).
• Identify hazards for different processes, equipment, and workstations, and provide recommendations for control and abatement.
• Review employer’s specific written safety and health programs, and injury and illness records for consistency with OSHA requirements and practical application.
• Access, retrieve, and interpret technical data from various OSHA/NIOSH and private industry sources related to consultation projects and client needs.
• Monitor noise, chemical, and biological contaminants in the workplace through the use of direct-reading instruments or by air sampling with subsequent laboratory analysis to evaluate hazards and make recommendations for preventing or controlling.

5% of Time the Program Manager OSHCon must:

• Perform other duties as assigned.

• Must have comprehensive working knowledge of OSHA safety regulations including 29 CFR 1908, 29 CFR 1910, and 29 CFR 1926.
• Recruiting, hiring, motivating, and evaluating staff.
• Extensive application of OSHA regulations in a variety of small business settings (manufacturing, construction, agriculture, offices, etc.)
• Comprehensive working knowledge of OSHA’s Safety and Health Achievement Recognition Program (SHARP).
• Ability to accurately interpret technical data.
• Excellent written and oral communication skills.
• Experience in the use of industrial hygiene hazard monitoring equipment.
• Ability to systematically and objectively apply program requirements using the Consultation Policies and Procedures Manual, and the annual Cooperative Agreement.
• Ability to work with a variety of people in a variety of settings (manufacturing, construction, agriculture, offices, etc.), including the ability to resolve conflicts.
• Ability to use Microsoft office products. Experience in the use of the OSHA Information System (OIS) is preferred.
• Must hold a Bachelor’s degree in safety or industrial hygiene, or a Master’s degree in a related field such as safety, engineering, environmental health, ergonomics, health physics, toxicology, chemistry, fire protection, or construction safety.
