REQUIREMENTS (EDUCATION, EXPERIENCE, LICENSURE, CERTIFICATION):
  • Bachelor’s Degree (Master’s Preferred) in public administration, business administration, public health OR a technical field such as systems engineering OR a human services field such as Social Work, Special education, Therapeutic Recreation, Sociology, Criminal Justice, Human Services or a related field from an accredited college or university; AND
  • 2 years related work experience, AND
  • employee supervision and project management experience
AGENCY-PREFERRED QUALIFICATIONS :
  • Familiarity with Microsoft Office and Adobe products.
  • Know how to complete complex searches.
  • Familiarity with agency departments and their interactions with each other.
  • Familiarity with other county departments with whom the print shop may do business.
JOB DUTIES (SUMMARY):
REGULAR AND PUNCTUAL ATTENDANCE IS REQUIRED TO PERFORM THE FOLLOWING ESSENTIAL FUNCTIONS:
Project Management
Working under the general direction of the Strategic Initiatives Director:
  • Leads large-scale projects and agency initiatives, including assembling project teams, assigning individual responsibilities, identifying resources needed, and developing timelines, and
  • Leads cross-functional teams in the identification, research, and implementation of process and business improvements.
  • Responsible for prioritization of project/unit deliverables, management and guidance of direct reports, and development and maintenance of internal and external customer relationships.
  • Reviews federal, state and local laws affecting the delivery of service to children and families in Hamilton County and HCJFS compliance with said laws and best practice. Consults regularly with HCJFS Management on issues affecting the Department, service delivery, and efficient operations for all program areas.
  • Identifies and implements project plans, including identification of internal resources and timelines, as a result of a change in administrative code, policy, or business practice.
Research and Analysis
Uses agency and program data to:
  • Analyze and report agency and program compliance with OAC, ORC, State and Federal Regulations and accreditation entities,
  • Guide and inform project outcomes and activities
  • Develop and implement policies and procedures,
  • Recommend and initiate agency-level and program-level improvements,
  • Produce reports to demonstrate agency performance, and
  • Meet the needs of HCJFS, its staff, and its customers.
Personnel Management
  • Supervises direct reports, assigns tasks, delegates projects, monitors workload, and ensures productivity of Project Management and Print Shop staff.
  • Provides coaching and mentoring on, personnel management, project management methodology, quality improvement methodology, communication, processes, and testing/validation strategies to direct reports.
  • Educates and counsels direct reports on relevant personnel policies and administers personnel actions when necessary. Sets and evaluates performance objectives for direct reports.
OTHER DUTIES AND RESPONSIBILITIES:
  • Attends conferences and training.
  • Performs other related duties as required.

Knowledge of: Project management methodology and practices; quality improvement methodology and practices; budgeting; management; labor relations; work force planning; employee training & development; supervision; agency policy and procedures; government structure & process; interviewing; change management; Systems such as Microsoft Office, SharePoint, and Teams, OnBase, DocuShare, and Adobe Acrobat Pro.
Skill in: Leadership; collaboration; communication; professional relationships; planning; implementing; leveraging MS Word, Excel, Adobe Acrobat Pro to format documents and templates;

PHYSICAL and/or MENTAL REQUIREMENTS :
  • Lift 10-50 pounds when acting as backup for Reproduction Machine Operator;
  • Repeated stooping, ending, crouching, loading and boxing paper when acting as backup for Reproduction Machine Operator

BACKGROUND CHECKS REQUIRED:
Background checks consistent with requirements in OAC 5101:2-5-09 must be completed at employment and every ten years following, including but not limited to the following systems:
