Location: Select Service System National Headquarters, Arlington, VA

Clearance Required: Candidate must be a US Citizen, and have at least a Public Trust clearance. Preferred but not required. Candidate must be clearable.

Job Description: The project is migration of a legacy application to a cloud environment with refactoring while incorporating DevSecOps requirements. Registration Compliance and Verification (RCV) application needs to be migrated to a Federal Risk and Authorization Management Program (FedRAMP) moderate compliant cloud service provider and implement DecSecOps that provides high visibility for security threats. The contractor must also demonstrate the capabilities of migrating the application while following all FedRAMP NIST security requirements and providing zero trust enhancements in compliance with the government-approved standards. Experience leading the transition of legacy applications to a cloud environment. The scope of this project includes the review of the design, cloud hosting, implementation, testing, and ongoing maintenance of the cloud migration process for the specified legacy application.

• Progressively responsible positions in IT-related positions which includes project management experience, cloud services, database administration or a closely related area.
• Knowledge and proficiency in system development life cycle (SDLC) methods and processes
• Technical knowledge and background in diverse areas that include Azure and AWS, identity management, email, M365, and Azure, voice and data networking and security.
• Documents business requirements and/or technical solutions and designs.
• Identifies and implements ongoing use of project plans including baseline targets and forecasted tasks.
• Executes projects in accordance with agreed schedule, budget, and scope.
• Timely reports on variances to the approved project baseline and serves as the liaison for problem resolution and escalation.
• Schedules, directs, and documents project team meetings.
• Identifies, tracks, and champions close of project issues, risks, and change requests.
• Communicates with project stakeholders including user community and team members.
• Manages project-related coordination of testing and training activities, quality assurance reviews, and obtaining change management approvals.
• Identifies and implements milestone charts, dashboards and project team reports for Government stakeholders.

Education: Degree in an IT-related field preferred but not required.

Experience: Minimum 5 years experience managing IT projects. Preferred experience in data migration projects from on-premise to cloud environment and experience managing diverse sets of technical resources.

Certifications: PMP preferred but not required
