Project Overview:
The U.S Food and Drug Administration Office of Counterterrorism and Emerging Threats (OCET) is tasked with supporting the development of safe and effective medical countermeasures (MCMs) against chemical, biological, radiological, and nuclear agents and emerging threats, such as threats posed by the SARS-CoV-2 virus. OCET procured a software suite to support its cross-cutting regulatory science and preparedness mission. Deploying these new technologies on the FDA infrastructure requires managing IT support services. The purpose of this Task Order is to provide the software approval and deployment process with consistent and efficient oversight using the standardized procedures set out by the FDA Office of Digital Transformation.
Primary Responsibilities:
- This project manager role for the Advanced Manufacturing Team requires application of knowledge and professional skills to organize complex assignments that advance high-priority projects directed by the OCET Advanced Manufacturing Team lead.
- This position does not require travel or onsite work in Silver Spring, MD.
- A successful candidate must be willing and able to work standard business hours synced with the East Coast of the U.S.
- Manage operational duties designed to meet the internal requirements of the Advanced Manufacturing Team and its management functions.
- Responsible for daily administrative operations of team and demonstration facility.
- Help to organize research projects and collaboration efforts related to team activities.
- The breakdown of this role is approximately as follows – 40% project management, 20% evaluation and assessment, 15% portfolio management, 15% project team/workgroup activities, 10% meeting arrangement and coordination.
- Project management duties:
- Manage projects throughout their life cycle (initiation, planning, executing, monitoring & controlling, closing).
- Meet with managers, executives, and stakeholders to identify and define goals and objectives or projects.
- Ensure activities and tasks remain in scope.
- Identify resources required for tasks and projects.
- Perform functional allocation of resources, tasks, and projects.
- Analyze need(s) of client and stakeholders.
- Deliverable (reports, presentations, etc.) and artifact management, ensuring all are completed on time and within quality guidelines.
- Perform change, risk, quality, and issue management.
- Problem solving and conflict resolution.
- Evaluation and assessment duties:
- Coordinate evaluations of projects, policies, and procedures to ensure effective program operations and goal achievement.
- Design and implement evaluation activities that identify problem areas and propose solutions.
- Implement best practices for project assessment.
- Portfolio management:
- Under direction of the team lead, establish systems to review, control, and report on project status.
- Identify and resolve problems/issues inhibiting project milestone achievement.
- Maintain knowledge of the program to interpret requests for action or information.
- Provide guidance, assistance, advice, and direction/recommendations to leadership and staff.
- Project team/workgroup activities:
- Represent program in team, planning groups, and study groups.
- Recommend use of/integration of SMEs into projects as needed.
- Coordinate with technical experts as needed.
- Prepare drafts of guidelines, recommendations, or reports.
- Meeting arrangement and coordination:
- Serve as point of contact for collecting and responding to inquiries from FDA and external stakeholders.
- Track progress, coordinate and compose draft letters and technical memos.
- Capture and finalize meeting minutes.
- Prepare technical and administrative reports.
- Provide administrative support services to the client.
- A candidate must be able to demonstrate exceptional oral and written communication skills.
- Provide support to senior team members and FDA staff.
- Build a positive relationship with other contractors and cross-divisional teams on projects and tasks.
- Experience working in an Agile workflow is a plus.
- Develop strategic frameworks, providing a basic structure of program missions, vision, and goals.
- Review existing materials and determine product improvements, business needs, and gap identification.
- Aid planning and coordinating development efforts, including research, requirements development, and stakeholder coordination.
Requirements / Qualifications:
- Minimum of a bachelor’s degree in related field.
- Minimum 5-7 years of experience is required.
- CAPM or PMP desired
- Ability to pass a US Public Trust background investigation for access to the client site and computing systems.

Other Information:
- The salary range for this position is $85,000 - $110,000 annually
