POSITION DESCRIPTION

POSITION TITLE: Recording/DL Clerk
APPOINTED POSITION: Non-Exempt
DEPT/DIVISION: Clerk and REcorder

GENERAL STATEMENT OF DUTIES:

Performs a variety of customer service, clerical, and administrative duties associated with processing all aspects of the recording process and issuance of marriage licenses in the Yuma County Clerk and Recorder’s Office. May also provide training to newer employees. Cross training in the other departments of the Yuma County Clerk and Recorder’s Office required.

SUPERVISION RECEIVED:

Works under the general direction of the Clerk and Recorder and the Chief Deputy Clerk

SUPERVISION EXERCISED:

May be required to work alone or with others. May provide training to other employees.

EXAMPLES OF DUTIES: The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required. The County reserves the right to modify or change the duties or essential functions of this job at any time. General housekeeping for a safe environment will be conducted as deemed necessary.

Assists throughout all Department with difficult problems or customers, provides assistance, and makes suggestions to customers and employees. Contacts Vendor for assistance with problems or questions.

Assists with recoding documents and collecting appropriate fees.

Assist with issuing Marriage Licenses. Is familiar with laws and fees regarding the application process and documents needed to process a license.

Assist with issuing Liquor Licenses and renewals. Is familiar with laws and fees regarding the application process and documents needed to process a license or renewal.

Assist with issuing Driver Licenses and renewals.

Is familiar with and has a working knowledge of the recording fees, margin requirements, and other information relating to the recording process.

Is familiar with the vaults and a working knowledge of the records kept therein.

Has a working knowledge of e-recording and the process there of.

Keep supplies full, including the plates, paper trays, and any other items that may need to be filled.

Performs other duties as assigned. Works in a teamwork environment.

COUNTER/PHONES: Assists customers with recording transactions and related questions concerning all departments in person or on the phone.

Determines which documents are needed to complete the transaction.

Serves as a liaison between Yuma County Clerk’s Office and the Vendor.

COMPUTERS: Assists with the computer operations of the Division, verifies that all printers are on-line and ready for work, and contacts the Vendor for help.

Contact IT for assistance when needed.

Installs new components such as disc, computer power backup supply, modem interface, software programs and screen saver programs and makes sure components are operating correctly.

Keeps up on new computer system requirements to include operations, file server operations, printer configurations, problems solving techniques, and basic computer programming.

CASHIER:

Processes cash, credit card and check payments.

Verifies and balances receipts with reports, prepares reports on a daily basis and inputs related information into computer systems.

Knowledge of appropriate fees for various recording transactions.

Personal communications skills enabling courteous and diplomatic interactions with difficult customers.

Skill in the use of computer terminal, personal computers and related applications.

Skill in the use of computer manual and related books to maximize customer’s service. Determines proper fund for accounting of receipts prepares deposit for Treasurers Office and transfer/disburses funds to the appropriate accounts.

Processes refund checks through the Treasurer’s Office.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of recording fees, margin requirements and other information regarding a recording of a document.

Comprehensive knowledge of the recording processing as well as public search data.

Knowledge and ability to maintain and operate recording mainframe computer systems and ability to learn new applications.

Skill in locating laws and regulations.

Ability to learn and apply all new laws and regulations.

Personal communication skill enabling courteous and diplomatic interactions with difficult customers, as well as establishing effective working relationships with co-workers and the general public.

Skill in operating office equipment.

Ability to understand and follow oral and written instructions.

Skill in operating office equipment.

Ability to train others

PHYSICAL REQUIREMENTS:

Visual:

Ability to judge distance and space relationships, ability to see peripherally, ability to distinguish and identify different colors.

Ability to see and read within correctable vision to 12pt text;

Ability to see and perceive job related events accurately to a distance of 100 feet

Hearing:

Ability to hear within normal limits including under ambient background noise,.

Manual and Physical:

Ability to seize, grasp, hold, finger, pick, pinch, press, and otherwise work with fingers, hands, arms, shoulder, and upper body.

Ability to accurately manipulate all usual and necessary equipment with hands, arms, or other body movements in order to carry out any transaction and be able to demonstrate same for instruction to others,.

Ability to carry up to 50 lbs. alone or up to 200 lbs. Under safe shared load practices.

Ability to work under extreme changes in work loads, under long irregular hours, and subject to many interruptions during a transaction or during the day

Ability to sit, stand, and ambulate among work tasks as the situation demands

Ability to sit for 4-8 hours at a time

Ability to stand for 4 hours at a time

Ability to lean, bend, lift, crouch for such times and positions as the representative tasks require

Ability to work continuously under4 demanding circumstance, except for brief relief breaks of 15 minutes for every 4 hours of continuous work.

Ability to operate a vehicle in normal and adverse weather conditions alone and with passengers.

Mental and Intellectual:

Ability to think, recall, analyze, plan, intake and process auditory and visual communications, and to communicate verbally or visually under emergency conditions such as loud noise, confusion or stress.

Ability to perform these mental tasks for a period of four hours at a time between brief breaks

Ability to use a sufficient variety of electronic communication systems so as to communicate with other office personal/administration, and Clerk under emergency communications conditions

Ability to perform and accomplish general mathematical reasoning tasks

Ability to perform or accomplish oral comprehension tasks

Ability to successfully perform analytical thinking, planning and supervisory direction tasks using verbal and auditory skills.

Literacy & Communication:

Ability to talk to exchange ideas by spoken word, or ability to communicate verbally or by signals, or other reasonably available means.

Hearing ability to detect sounds signaling danger and to perceive communications sent by auditory means

Ability to read at reading level of at least a high school graduatuate.

EDUCATION: High School Graduate or GED equivalent.

EXPERIENCE: Equivalent combination of education and experience that satisfy the requirements of the job.

NECESSARY SPECIAL REQUIREMENTS/PREREQUISITES: basic knowledge of computers and office machines.

SCOPE OF INTERPERSONAL CONTACTS: Contacts involve the exchange and explanation of semi-complex information with the public, co-workers, and elected officials. Attitude and teamwork are important skills that are a necessary attribute, Employees are viewed on interpersonal skills as well as physical skills.

WORK ENVIRONMENT: Work is confined to a standard office setting a majority of the time. The majority of this position’s duties are performed in an indoor protected environment. The incumbent may be exposed to noise, mechanical and electrical hazards and other related conditions associated with an office environment.
