The collections supervisor has the responsibility for insuring that all daily collection services are completed, using OTC personnel and equipment, on a timely, reliable, safe and cost-efficient basis and in a manner that promotes maximum customer satisfaction with the collection services.

JOB DESCRIPTION:

Supervisor Accountabilities

  • Assist in determining the hiring needs of the OTC collections department and criteria required for the selection of new employees and make appropriate staffing and hiring recommendations to Collections Manager.
  • Evaluate the performance of new personnel hired by the collections department, including their understanding of critical operation and safety procedures, during their probation periods and makes appropriate personnel retention or termination recommendations.
  • Maintain positive employee relations with OTC and seek to maximize positive employee attitudes to delivering top quality collection services to OTC’s customers.
  • Make recommendations to the Dispatch Supervisor regarding crew staffing, vehicle assignments and routing assignments.
  • Facilitate AM launch of collection crews by insuring drivers and laborers document their arrivals properly into time tracking system; pick up their vehicle route assignments, collection misses and reminders and perform all required pre-trip checks.
  • Documentation of driver and laborer attendance.
  • Distribution of all required safety equipment.
  • Crew departure takes place as soon as all required pre-launch actions have been performed.
  • Performance of on-route checks to determine that collection crews are in compliance with safety procedures including wearing required safety equipment, reflective vests, gloves and operating vehicles in a safe manner.
  • Follow correct collection procedures such as route travel and bucket placement.
  • Properly reject materials.
  • Follow proper procedures for taking breaks and lunch.
  • Respond to problems that occur on collection routes, such as vehicle breakdowns or medical emergencies, and take the appropriate corrective actions in consultation with other OTC collection management staff, such as the Safety Manager, as needed.
  • Evaluate collection equipment and facilities and submits recommendations regarding necessary repairs or replacements as well as changes in collection technologies or procedures.
  • Reassign collection crews and trucks, as needed, for such reasons as servicing open collection routes or assisting on routes with higher than normal set-outs.
  • Ensure that all drivers perform daily post-trip vehicle inspections and to report immediately in writing any vehicle problems that require the prompt attention of OTC maintenance personnel.
  • Provide information required for updating all map and other route management tools as changes occur.
  • Obtain specific collection operations data at the request of the Collections Manager in accordance with a particular data acquisition procedure.
  • Operate collection vehicles, where needed, for the purpose of servicing collection routes or drop-off locations.
  • Prepare reports requested by the Collection Manager relating to such issues as collection productivity, collection service quality, equipment utilization and maintenance needs.
  • Participate in collection department meetings for the purpose of reviewing and evaluating the performance of personnel and equipment; and contributing solutions to identified collection service problems or developing new initiatives that will result in significant enhancements to OTC collection service programs or service cost reductions.
  • Contribute to the maintenance of reliable collection employee attendance by assisting the Dispatch Supervisor in verifying that all collection employees without excused absences are present at the required starting times and Collection Manager in determining the reasons for attendance problems that are identified for any specific employee.
  • Prepare all paperwork required from drivers and insure that it is submitted consistently, accurately and on time.
  • Complete operating and safety performance evaluations for collection personnel.
  • Take employee disciplinary actions as needed and in accordance with established OTC disciplinary procedures.
  • Recognize exemplary employee conduct.
  • Provide input for the employee Incentive Plan, in conformance with collection program operational goals, policies, and applicable practices.
  • Monitor radio usage to ensure that no personal communications or the use of obscene or inappropriate language occurs.
  • Provide operational support to dispatch supervisor or scale house operator as needed.
  • Substitute for Dispatch Supervisor or scale house operator as needed.
  • Perform other duties from to time to time as requested by the Collection Manager.

Collections Operations

Safety & Training

  • Inspect collection equipment condition to insure conformance with current Federal, State and DOT requirements.
  • Participate in safety meetings for the purpose of helping to identify and resolve safety issues and assisting the Safety Manager in making further improvements to the OTC occupational health and safety program.
  • Work jointly with the Safety Manager to ensure compliance with all applicable safety standards including OSHA, DOT, NJDMV regulations and other safety procedures deemed necessary by the Collections Manager.
  • Assist the Safety Manager, as needed, in the investigation and reporting of accidents and injuries

Customer Service

  • Serve as a courteous and helpful representative of OTC to collection service customers.
  • Identify and eliminate the causes for customer service problems (e.g. collection misses).
  • Resolve specific collection problems by ensuring that collection problem incidents are properly documented in OTC systems that have been developed to track them; assigning staff to perform required remedial collection services; the rescheduling of remedial collection services as needed; verifying that remedial collection services were performed on-time and properly performing remedial collection services (e.g. picking up collection misses) as needed.
  • Make recommendations to Collection Manager regarding methods for eliminating recurring customer service problems or for improving the quality or value of collection services to OTC customers.

Qualifications & Requirements:

  • The incumbent must be able to withstand physical pressures of driving, sitting, walking and standing often in a noisy environment and operate a radio. The incumbent must be able to operate collection vehicles in the State of New Jersey and maintain a Class B driver license, command respect from commercial drivers and collection laborers, evaluate dynamic conditions, and handle demanding time constraints. Knowledge of collection equipment operations (hydraulics, capacity, etc.) is required. Ability to use a computer and basic business software applications (word processor, spreadsheet) is also required.
  • The magnitude of the position involves collection of recyclables within Burlington County, with supervision of a staff of approximately 25 and+/-25 collection vehicles. Collections are conducted Monday through Friday and on Saturdays when make-up collections are needed due to such reasons as holidays and severe weather.
  • Broad and in-depth knowledge of labor relations, training, truck operations and routing methods, Federal DOT safety regulations and general management skills.
  • Possession of a CDL or the ability to obtain one within 180 days of the hire date.
  • Ability to prepare the work force for their field collection duties and ensure that both equipment and staff are maintained to work safely and effectively.
  • Strong problem solving skills and an excellent ability to make immediate decisions without extra-managerial input.
  • Strong computer and record keeping (personnel files, cost records, collection daily reports), logistical and organization skills.
