Job Summary:
Employees in this classification are responsible for evaluating, modifying, and performing preventative maintenance functions as well as operating, maintaining, improving, troubleshooting, and repairing all aspects of building systems for the residents of 2LT in the KDC portfolio on a 24hr-a-day, 7 day-a-week basis (attendance is a significant consideration in this job classification).
The Residential Chief Engineer is responsible for ensuring the facility is maintained in a clean and orderly fashion, for performing certain repairs as required (e.g., plumbing, electrical, hardware, etc.), assuring the completion of tenant service requests and managing the schedules of all staff in the department. The Residential Chief Engineer is expected to act with a great deal of independence and initiative in the daily performance of his/her duties, continuously demonstrating and maintaining proficiency in all Repair & Maintenance related tasks. The Residential Chief Engineer will be tested on his/her knowledge and be asked to demonstrate certain skills at regular intervals. English reading /writing skills and verbal communication skills are required.

Essential Functions and Duties:
Within assigned areas, this position requires the following. Other duties will be assigned as needed.

• The Residential Chief Engineer is responsible for the operational, maintenance and repair of systems and equipment of building/property operations.
• Welcome and acknowledge every resident and guest with a smile, eye contact, and a friendly verbal greeting, using names when possible.
• Reviews employee performance conducts employee evaluations and provides or arranges training programs as needed.
• Responsible for the day-to-day operation, maintenance, and repair of mechanical and electrical equipment in the property.
• Provides hands-on service operations and maintenance of building systems.
• Directs the residential repair & maintenance department activities.
• Oversees and directs engineering staff by development of work schedules.
• Develop and implement systems preventive maintenance programs.
• Establish and maintain inventory of needed tools and spare parts; establish supply sources and contractors for emergency service.
• Supervise contracted maintenance and service vendors.
• Maintain up-to-date building plans, design information and equipment specifications.
• Develop, implement, and maintain energy conservation programs.
• Review building and tenant alterations to assure conformity with design criteria.
• Develop and maintain operating manuals.
• Prepare budget estimates and reconciliations for building operating costs.
• Secure and maintain any permits or licenses required by law or code.
• Daily review of log entries from the previous workday.
• Prepares for Property Manager’s review, all Requests for Proposals for services to be performed.
• Develop and administer monthly training sessions for all engineering staff.
• Assist in the preparation of the monthly operating report, annual budget, and capital improvement programs.
• Provides on-call support for after hour issues that may arise within the facility. Position is considered part of the essential personnel to the asset. May be required to work weekends or Holidays.
• Demonstrate and maintain Outstanding Customer Service in all areas of responsibility including those of subordinates.
• Maintain knowledge of applicable municipal building codes. Exhibits familiarity with OSHA, NEC, NFC, and Life Safety Codes.

Environmental Factors/Physical Demands:*

• Due to the nature of this work, candidates with 100% loss of sight, hearing ability, or with major speech impediments will not be considered. Incumbents must be able to function under stress and be able to work odd hours when required or needed.
• Work involves running to emergencies on occasion, the ability to walk up and down several flights of stairs, walking and/or standing for several hours, talking, hearing, smelling, using hands to handle, feel, or operate objects, tools, or controls, and reaching with hands and arms. Periodically, the employee in this classification will be required to climb, balance, bend, stoop, kneel, crouch, and/or crawl. Normal color vision is required, as well as close vision, distance vision, night vision, peripheral vision, depth perception, and the ability to adjust focus.
• The employee may be required to push, lift, and/or carry up to 75lbs.
• The noise level in the work environment can be moderately loud in some areas of the portfolio.
• Employee will be outside in all-weather seasons.
• The employee may be required to sit for long periods.
• The employee will be required to climb on and use ladders and related systems to access building systems in various areas.

Required Knowledge Abilities and Skills:*
The Residential Chief Engineer directs work involved in operating and maintaining building systems and equipment. Formulates and arranges plans to update systems or reduce operating costs. Analyzes and solves technical maintenance problems. Assures security and fire alarm systems kept in good working order. The Residential Chief Engineer is trained in all phases of the life cycle of a building and develops an appreciation of the building as an advanced technological system requiring close integration of many sub-systems and their individual components. Technical problems are identified, and appropriate solutions found to improve the performance of the building in areas such as:

• Energy efficiency, lighting and acoustics
• Construction management
• HVAC and control systems; Indoor air quality
• Advanced building materials; building systems

• Subject to call 24/7, carrying company issued cell phone and/or other electronic communication device(s) that will allow employee to be responsive to portfolio.
• Ability to analyze things that need to be changed, and then implement change in a sensitive, effective, and legally sound manner, sharing or giving credit to others when appropriate.
• Computer proficiency in standard software including Microsoft Office and applicable maintenance programs.
• Deal with people in a manner showing sensitivity, tact, and professionalism.

Education/Work Experience Requirements:*

• High School Diploma/GED. Trade school and/or college degree required.
• Grade 3 Boiler license preferred but not required. Electrical 07 license preferred but not required. "Universal" CFC card recommended.
• 15 years of progressive experience in a supervisory role and Building systems maintenance. Work experience or college degree can be mutually substituted for education and experience requirements noted above. Must possess a valid Washington State Driver’s License with no major or continuing driving offenses that demonstrate a lack of concern for safety in the last 5 years.
