Senior Community Improvement Officer (Promotional)

This is a promotional opportunity open only to current City of Ontario employees.

The City of Ontario's Community Improvement Department, a division of the Community Development Agency, is seeking an energetic, engaged, and personable individual to fill the Senior Community Improvement Officer position within the department. The Senior Community Improvement Officer is a lead position and conducts high-level technical work related to municipal and housing code compliance, investigates complaints, reports violations, informs the public of relevant municipal codes, explains methods of compliance, and acts as a liaison between property owners and appropriate internal and external agencies to assist with property and neighborhood preservation.

Community Improvement

The City of Ontario's Community Improvement Department‘s primary objective is to improve the quality of neighborhoods throughout Ontario by removing blighted conditions, rehabilitating the current housing stock, and creating self-sustainable neighborhoods. The Community Improvement Department is a division of the Community Development Agency and is responsible for enforcing Ontario Municipal Code regulations on private property throughout the City. This may include, but is not limited to health and safety matters, vehicle sales, unpermitted vending activity, parking on private property, zoning violations, property maintenance and other substandard conditions on residential, commercial and industrial properties. The Community Improvement Department also operates the Weed Abatement program, Abandoned and Distressed Property Registration program, and Systematic Health and Safety Rental Inspection program, all focused on enhancing community aesthetics and overall living conditions for the residents of Ontario.

Examples of Essential Functions

The essential functions typically performed by the Senior Community Improvement Officer include the following:


  • Informs the public of City municipal codes and other related codes.
  • Develops innovative approaches to encourage property owners and managers to maintain and upgrade property.
  • Participates in the process of reviewing and updating the City's municipal code.
  • Inspects multi-family residential housing units for compliance with municipal and related codes.
  • Prepares case reports and maintains detailed records in a computer database.
  • Processes and responds to citizen initiated complaints.
  • Conducts inspections as part of the business license approval process.
  • Issues citations as required by the City's municipal code and initiates Notices of Violation and other related notices.
  • Investigates zoning issues of a general nature and recommends appropriate action to supervisor.
  • Testifies as a witness in job related court cases as necessary.
  • Provides technical assistance to Community Improvement Officers on complex cases as needed.

Qualification Guidelines

Education

Two years of college with coursework in Planning, Urban Geography, Construction, or a related field.

Proof of successful completion of two years of college coursework must be provided by way of attachment to your online application or as an email attachment sent to the Hiring Agency Representative at, or before, time of the reference check process. Acceptable forms of proof include Unofficial Transcripts, Official Transcripts, Photos and/or Photocopies of Institutional Degree/Certifications.

Experience

One year as Community Improvement Officer or a closely related position. Public contact work with primary experience in the area of enforcement of public laws, conducting property inspections, customer service operations, and/or complaint investigations may be substituted for college education on a year-for-year basis.

License

A valid California Class C driver's license and an acceptable driving record at the time of appointment and throughout employment.

Certifications

Possession of a AACE/ICC Housing Inspection Certification or ICC Building Inspector Certificate and completion of PC832 course within 6 months of appointment.

Special Requirements

Ability to work extended hours, evenings, nights, and/or weekend shifts.

Desirable

CACEO Basic, Intermediate, and Advance Code Enforcement Officer Course Certificates.
