Summary:

As a member of the Strategic Customer Group’s Government Contracting Team, reporting to the Director of Government Contracts and Operations, this position is responsible for the operational activities in full lifecycle management of Federal contracts to include the offer development, award implementation, contract administration, and closeout of awards.

The Senior Manager is accountable for leading a team of contract consultants in the management of Federal Government contracts using current standard processes in contract administration. Success in this role will be achieved through effective people leadership, implementation of standard methodologies to simplify operational activities, adherence to associated policies, and completing SCG Government Team contractual strategy.

The candidate will work closely with business unit partners and subject matter experts to identify new opportunities and will lead their team to deliver contracting excellence necessary for strategy execution. To be successful in role, the candidate must demonstrate subject matter expertise in how the government contracts in relation to BD’s overall product portfolio to include FSS, GSA, DAPA, Product List, ECAT, OTA, IDIQ, Firm fixed price, Cost Per Test, and consignment type contracts. Furthermore, the candidate must possess the ability to develop and foster business relationships with internal and external partners.

In addition to management of associates, this role will have the following responsibilities at different stages of the contracting lifecycle; strategy and planning, solicitation and competitive pre-award, contract administration, contract fulfillment and delivery, invoicing and closeout.

Essential Responsibilities:

  • Leads a team responsible for full lifecycle management of Government awards to include solicitation monitoring, solicitation response, contract negotiation, award acceptance, contract obligation management, record retention, and ongoing monitoring of agreements including CSP narratives.

  • Develop key performance indicators to monitor the team’s performance, identify areas in need of process improvement, contract performance levels, and resources needed to achieve the key strategic goals of the organization.

  • Advise internal business partners as a subject matter expert on Federal government contracting specific to policy, procedures, solicitation response, and internal operational activities that enable the business to grow within the Federal Government market.

  • Lead solicitation response activities, including kickoff meetings, project manage tasks and due dates with collaborators through direct and matrix management, and communicating project status to key partners.

  • Oversee and regularly audit Commercial Sales Practices (CSP), including pricing analyses and “what if” scenarios to determine financial impact of business proposals.

  • Ensure appropriate record's retention in accordance with BD document retention policy.

  • Review FAR clauses within a solicitation to assess impact of applicable contract terms to the business and call out to appropriate leadership for mentorship and resolution.

  • Strategize with key team members to identify appropriate contract vehicles for the product offerings.

  • Leads team to gain new contract vehicles or modify existing agreements to align with business strategic objectives.

  • Reviews contract modifications prior to submission to ensure accuracy and completeness.

  • Ensure associates update GSA Advantage and any other relevant government data sites as required.

  • Lead the Contract Closeout process to ensure all funds owed BD are collected and contract is correctly closed out in the system.

  • Be responsible for all Tracking Customer and Trade Agreement Reporting Process within team and directs appropriate contract modification action when required.

  • Identify and understand key areas of change management with the ability to recognize and communicate the impact of change across functional teams.

  • Provide guidance and coaching to your staff to attract, develop, and retain talent.

  • Candidate should be self-motivated, possess excellent research and organizational skills, and a strong ability to multi- task. Candidate should be able to work independently, set own priorities based on current workload, contract due dates, and customer demands.

Qualifications:

  • BA/BS required with 5 years of business experience, or without Bachelor degree, 10+ years extensive experience in the applicable area

  • Minimum 5 years demonstrated experience in Government Contracting preferred

  • Advanced understanding of government contracting continuum, including contract strategy development, negotiations, policy development and compliance

  • Strong contracting strategy approach – ability to access situation, collect data and deliver well thought out recommendations

  • Candidate must have shown leadership skills and ability to project manage multifaceted Government contracts from beginning to end

  • Candidate must have proven track record to quickly establish credibility, trust, and support within all levels of organization

  • Strong communications and change management experience; must have the ability to develop, present and defend ideas and strategy to internal leaders and partners

  • Demonstrated ability to effectively lead people and foster career development

  • Ability to build and empower a team to achieve well communicated expectations.

  • Ability to travel, up to ~20%
