The State Revolving Fund Division Director Manages and directs the sections and programs for the State Revolving Fund (SRF) program for DHEC, which includes overseeing staff and interfacing with the Rural Infrastructure Authority (RIA) and Environmental Protection Agency (EPA) to implement the program. Provides assistance to the Assistant Bureau Chief with other activities.

Job duties:
  • Supervise, guide, evaluate and propose continuous improvement measures to the daily operation, future planning and management of the program responsibilities of the SRF including supervising, training and coaching existing staff plus hiring the additional seven new SRF staff positions and developing, updating and implementing programmatic policies and procedures in coordination with DHEC and RIA staff.
  • Serve as the agency representative for the SRF program and funding requirements within DHEC and between the RIA and EPA, including applying for two original annual cap grants and additional five cap grants under the Bipartisan Infrastructure Law, generating payment schedules, selecting projects for funding, developing each year’s Intended Use Plans (IUPs), tracking annual administrative costs, developing annual reports, maintaining SRF project data base and coordinating updates to the operating agreement.

  • Supervise the capacity development program (drinking water) and prepare annual reports to EPA and triennial reports to governor. Serve as DHEC contact for audits.

  • Represent DHEC and the SRF program in national and regional SRF workshops and meetings and coordinate and implement Clean Water and Drinking Water needs surveys. Work with partners to promote the SRF program.

Environmental Affairs Minimum: A master’s degree in the natural or physical sciences, public health or related technical field and six (6) years of environmental experience; or a bachelor's degree in the natural or physical sciences, public health or related technical field and (7) years of environmental experience.
