Job Summary
Under limited supervision, performs professional work in planning, coordinating, and implementing the utility’s security programs and initiatives. Work involves the coordination and facilitation of security requirements, and the coordination, planning and development of programs to meet these needs.

Responsibilities
Plans, coordinates, identifies, and implements the utility’s security programs, initiatives, and standards. Oversees the security contractor assigned to secure BPUB’s facilities and assets, and directly supervises the activities of the contractor’s staff to ensure that all BPUB Security Procedures are followed and enforced. Performs field observations of Security Contractor’s work activities and facility parameters to ensure compliance with policies and procedures and coordinates repairs and follow up training and security meetings. Reviews and modifies security schedules for coverage at assigned stations, including holiday coverage. Develops and implements standard operating procedures and customized security plans to guard utility buildings, facilities, and property against theft, vandalism, fire, and illegal entry. Evaluates internal and contracted security operations to maximize service effectiveness. Conducts site and facility inspections, audits and investigations to identify methods to minimize security breaches. Implements solutions to eliminate and reduce potential security hazards. Conducts follow-up investigations and files reports on security-related incidents or suspected and/or reported criminal activities. Identifies and resolves security problems. Develops and coordinates contracts including the development of bids and specifications for security services. Assists the manager in the development of new security policies and procedures, short and long-range planning and monitoring progress and effectiveness of security programs. Serves as a liaison for internal customers to provide assessments and program implementation for site security services to meet business needs. Oversees the development, implementation, maintenance, analysis, and distribution of activity reports, logs, statistics, and trends. Oversees the expenditures of the security budgets and resources. Reviews the security invoices for accuracy and submits invoices for payment after final approval by Manager. Reviews documentation and communicates information to Management as needed. Evaluates and makes recommendations for placement or features of security systems hardware and software for BPUB facilities. Acts as an advisor to management on physical security problems to ensure compliance of this and all other applicable state or government regulations. Conducts physical security inspections and facility assessments to review security procedures and provide recommendations. Prepares written or narrative reports of facility assessment findings. Assists in the definition of physical security system standards. Responds to risk and/or safety calls. This includes after hours, weekends, and holidays. Completes other job duties as assigned.

Knowledge, Skills, and Abilities
Knowledge of pertinent state and local laws and enforcement policies. Knowledge of the methods, techniques, procedures, and practices of security and criminal investigations. Knowledge of badging, access control and CCTV systems. Knowledge and understanding of technical requirements related to office security installations and monitoring and security industry best practices. Knowledge of Microsoft Office programs and safety related software. Skill in applying sound judgment practices. Skill in security operations and information management. Excellent skills to recognize potential threats and dangers. Skill in business planning and contract and vendor negotiations. Skill in organization, multi-tasking and project management. Professional oral and written communication skills in English; Bilingual in English and Spanish preferred. Ability to demonstrate a high degree of responsibility, initiative, alertness, physical fitness, and emotional stability. Ability to instruct and deliver formal training in a classroom environment. Ability to exercise sound and strong management skills in times of crisis and emergencies. Ability to demonstrate intelligence and to articulate and communicate security-related concepts to a broad range of staff. Ability to demonstrate a high sense of discretion and integrity when dealing with sensitive information. Ability to express ideas clearly and concisely, orally and in writing. Ability to establish and maintain an effective working relationship with internal and external customers. Ability to work with frequent interruptions/changes in priorities. Ability to handle potentially hostile or uncertain situations. Ability to collect data, establish databases and maintain records.

Education & Experience Requirements
Bachelor’s Degree in criminal justice or business and at four (4) years of progressively responsible experience in security operations in a police or military environment, utility organization, or security related services. A combination of appropriate education and experience may substitute for the minimum experience requirement or related field.

Certificates, Licenses, Registrations
Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
