Position Title: Tri-County Development Manager

Compensation: Salaried in $56,000 - 60,000 range commensurate with demonstrated skills and experience.

About the Position

Lansing Economic Area Partnership (LEAP) is seeking a dynamic, creative, passionate, and motivated professional to join one of the top regional economic development organizations in the country. This is a high-profile position statewide and throughout the Lansing region of Clinton, Eaton, and Ingham counties, with a primary focus on service delivery for, and in, Ingham County. Work partners will include county government, businesses, local communities, local economic development agencies, Michigan State University (MSU), Lansing Community College (LCC), Michigan Small Business Development Center (SBDC) at LCC, Capital Area Michigan Works! (CAMW!), the Michigan Economic Development Corporation (MEDC) and others.

What You’ll Do
The Tri-County Development Manager will provide value-added business attraction, retention and expansion services to businesses and communities throughout the Lansing region, with a special emphasis on Ingham County, working within LEAP’s Business Attraction division. This position will help shape and promote the culture of economic development for the Lansing region, leading to new economic development projects. The Tri-County Development Manager will be responsible for, but not limited to the following:

Board, Workgroup, and Program Management (50%)

  • Provide coordination and support in managing the Ingham County Economic Development Corporation (ICEDC) and Brownfield Redevelopment Authority (ICBRA), which includes serving an additional five (5) specific Ingham County communities, as specified in LEAP’s contract for services with Ingham County.
  • Actively participate in meetings and coordinate economic development activities around community priorities as appropriate for and with all those municipalities seeking economic development support from Ingham County.
  • Assist in leveraging and managing state and federal dollars for economic development purposes, including researching and writing grant applications, especially related to U.S. Environmental Protection Agency (EPA) and brownfield development, Community Development Block Grant (CDBG) programming and Economic Development Administration (EDA) opportunities.
  • Coordinate and facilitate engagement of committees and working groups of LEAP as relevant to our mission.

Business Attraction, Expansion, and Retention (30%)

  • Support LEAP’s lead generation, prospecting, site selection, and regional business attraction and marketing activities, with an emphasis on preparing economic development sites in Ingham County.
  • Implement and participate in regional business retention program to engage existing industry employers, with an emphasis on those in Ingham County.
  • Assist LEAP’s small business and entrepreneurial program clients of all types in navigating regional resources and programs available at each stage of the business journey (idea, startup, growth) using Startup Space resource map and other tools such as grants and loans.
  • Intentionally engage diverse and underrepresented business owners and professionals to raise awareness and facilitate use of economic development tools, business incentives, and entrepreneurial support resources.

Community Liaison and General Responsibilities (20%)

  • Serve as the regional economic development liaison to local governments and business support entities throughout the Lansing region, including coordinating communications, gathering strategic input and setting meeting agendas with various stakeholder groups.
  • Assist LEAP, as assigned, in such areas as community engagement, presentations to diverse groups or individuals, research, special projects, and appropriate written reports.
  • Participate and support external committees such as Ingham County’s Racial Equity Taskforce, Lansing Regional Sister City Commission, MSU-related groups and more as relevant to LEAP mission.

  • Unique professional experience or bachelor's degree or the equivalent combination of post-secondary education and experience in public affairs, communication, public administration, business administration, marketing, economics, finance, urban planning, psychology, political science or similar is required.
  • Demonstrated project management experience, including experience developing and administering budgets.
  • Demonstrated experience or deep understanding of working with local governments to develop or administer programs or projects.
  • Demonstrated experience or deep understanding in utilizing economic development programs such as Community Development Block Grants (CDBG), Michigan Business Development Program (BDP), Michigan Community Revitalization Program (CRP), property tax abatements, Brownfield Tax Increment Financing (TIF) and other business support or redevelopment tools available federally or specific to Michigan.
  • Willingness to participate in meetings and events outside of traditional business hours.
  • Ability and desire to work an average of 45 hours per week.
