Overview:
This position, under the guidance of the Director of Program Operations, provides overall leadership and direction of Flagler’s Youth Homeless Services, which currently include Youth Rapid Rehousing (RRH), Youth Outreach, Petersburg School Pilot, Youth Action Board, Fostering Futures, and soon, Youth Host Homes. A key focus of this position is to bring coordination and cohesion to these services and create a team that provides professional and sensitive services to young adults which in turn promotes their positive development. This position plays an integral role as Flagler looks to develop new youth services to - first determine if SJV is the best agency to provide those services, and then ensuring that any new programs are designed and implemented in a way that is youth affirming and within best practice.

Responsibilities:
ESSENTIAL JOB FUNCTIONS

Operations
  • Oversee the day-to-day operations supporting staff as they interface with clients, assisting with decision-making and ensuring staff are adhering to process and procedures and best practice.
  • Work with the Director of Program Operations to ensure that Youth Services have clear processes and procedures in place, making recommendations for any unaddressed areas and bringing those areas to the full Flagler Team for review.
  • Monitor and manage youth related grants to ensure all requirements (outcomes) are met and grant is spent according to guidelines and grant agreement.
  • Network and develop partnerships which enhance Flagler staff and clients utilization of community resources.
  • Review weekly requisitions for accurate coding and required documentation
  • Follow up and provide support to Case Managers on any incorrect requisitions
  • Assist staff with performance goal setting and conduct performance evaluations (90 day and Annual)
  • Approve timesheets and time off requests
  • Ensure all grant and SJV documentation is maintained for each grant, including HMIS (where required) and SJV hard copy files.
  • Work with the Director of Program Operations to ensure that staff are prepared and trained to respond to youth in crisis within best practice and agency guidelines.

Team Building
  • Hire, onboard and train Youth Services staff and interns. (Note: Youth Rapid Rehousing (RRH) Case Managers will train mostly with other RRH Case Managers.)
  • Provide daily supervision to each position within the Youth Services Team. Support each one to carry out their specific job within the policies and procedures and best practice for that role.
  • Conduct regular meetings other mechanisms to build teamwork, share problem solving and stimulate enhanced services to youth.
  • Support staff to maintain professional boundaries and to implement self-care practices.
  • Cultivate and maintain positive team environment.

Partnership Building and Program Development
  • Develop, cultivate and maintain relationships with community groups and organization in order to create opportunities for collaboration.
  • Develop and monitor programs that align with the needs of youth accessing services.
  • Represent Flagler (or appoint and support another youth team member) at various community partnerships and meetings working to end youth homelessness.
  • Represent the agency by attending any meetings/committees mandated by grants.
  • As opportunities for new youth services arise, work with Grant Manager and Senior Director to determine those that are a good fit for Flagler and envision program if implemented.
  • Attend scheduled training programs for professional development that includes, at minimum, trainings required by St. Joseph's Villa, and by regulatory and accrediting bodies
  • Perform other duties as assigned or required
Qualifications:
  • Bachelor’s degree in social work or related field required. Master’s degree in human service field desirable; 2-3 years of supervisory and management experience;
  • Proficient with Windows, Outlook, internet research, MS Office including Word and Excel. Experience with proprietary software preferred
  • Excellent demonstrated leadership and management skills, particularly with an ability to influence and motivate others
  • Strong organizations skills ability to manage multiple projects, deadlines and competing priorities;
  • Knowledge and experience working with young adults experiencing homeless and other at-risk youth;
  • Knowledge of systems impacting young adults, including benefit system, school systems, employment, health and mental health
  • Experience with a positive youth development and harm reduction approach;
  • Demonstrated ability to work and communicate effectively with people of diverse ethnic, economic, racial and cultural backgrounds, including those identifying as LGBTQ
