Position Summary
The Manager Application Development (Order Management System) manages application development for a team in one or more of the following families: applications systems analysis and programming, database, data warehouse, quality assurance, technical applications, or systems architecture. Leads, manages, coordinates, and reports on the implementation of projects. Identifies resources needed, develops project plans, and schedules to ensure timely completion of projects. Ensures standards are followed for quality assurance. Reviews and evaluates work and prepares performance reports. Communicates frequently with team members regarding project status and identifies and resolves project problems and issues.

Essential Duties and Responsibilities
  • Manages all stages of application development projects. Collaborates with the user and the IT project team (which may include assistance from other project teams) to establish mutual understanding of the desired project outcomes, the overall approach, team selection and the assignment of responsibilities.
  • Establishes time sequence of projects and identifies critical paths.
  • Monitors the progress of a project and takes action to keep the project within the established timeframe and budget. Prepares alternative action plan when projects are not progressing according to established timeframe and budget.
  • Advises project team members on planning and estimating their time.
  • Prioritizes workload with Business representative.
  • Manages the project team and prioritizes their activities in areas of development and system support.
  • Provides input into the preparation and development of resource budgets including staffing, hardware, software, training, travel and expenses. Responsible for meeting budget goals and objectives.
  • Ensures that the methodologies are followed and monitors the quality of the project work identifying changes or revisions to be accomplished to meet the quality objectives.
  • Participates in the analysis and design of systems.
  • Troubleshoots operating problems, researches acceptable solutions from a business perspective and capable of implementing a solution plan. This includes problem definition, fact gathering, identifying alternatives, solution recommendations and feasibility studies.
  • Provides status reports to the Director.
  • Assists in developing departmental practices, procedures, standards, methodologies, and guidelines. Ensures team members understand and follow them.
  • Has responsibility, authority, and accountability for development and system support of the business functions assigned to the project team.
  • Evaluates the effectiveness of the project development.
  • Makes decisions on personnel actions – hiring, terminations, promotions, etc.
  • Places emphasis on the maintenance of good employee relations. Provides guidance, identifies and addresses developmental needs of team. Reviews performance results, provides feedback and takes corrective action when necessary.


Qualification


Knowledge, Skills and Abilities

  • College degree in Business or Information Systems / Programming.
  • 5 - 8 years of experience with large-scale omnichannel order fulfillment/management systems
  • Advanced oral and written communication, time management, and project planning skills are required.
  • Advanced knowledge of the current theory and principles of systems development, such as detailed specification preparation, development time estimate preparation, and effective and efficient programming and testing techniques.
  • Experience in the business-related area preferred.
  • Has an in-depth understanding of the interrelationships of systems support.
  • Has an in-depth understanding of operational problems and their acceptable solutions from a business perspective and can implement them.
  • General knowledge of many business functions from the company's operating perspective.
  • Understands hardware/software/database operating environments and other equipment at Big Lots Stores and their related capabilities.
  • Strong JAVA/J2EE knowledge – should be able to demonstrate hands-on JAVA skills.
  • Expert experience with Sterling IBM OMS – strong knowledge in participant modeling, process modeling, and service definition frameworks in Sterling OBM OM
  • Strong knowledge of RDBMS concepts and experience with Oracle Database
  • UNIX/Linux experience and scripting skills (shell, Perl, Python, etc.
  • Excellent communication skills and ability to work collaboratively with extended teams.
  • Prior experience working with Cloud technologies, preferably Azure.
