Primary Purpose of Position: The Mortgage Lending Officer will develop business relationships with MaineHousing lenders and partners by providing technical assistance, conducting Lender training, and evaluating Lender performance. The position will perform comprehensive loan purchase reviews to ensure loans compliance with program regulatory requirements.
Education and Experience: Education and two years of experience in residential mortgage lending, underwriting or post-closing compliance, or a combination of six years of experience, training, and independent study preferred.
Core Functions:
· Full-file Compliance Review (Home Mortgage Purchase Loans):
- Conduct pre-closing underwriting risk assessments by analyzing borrower debt ratios, credit history, loan-to-value and compensating factors.
- Perform comprehensive residential mortgage compliance reviews for assigned lenders to ensure loans comply with agency policy, bond regulations, government (FHA, RD, VA) and private mortgage insurer requirements and credit quality standards.
- Identify areas of non-compliance and work with Lenders to resolve deficiencies.
- Participate in on-going Lean efforts for the full-file compliance review process; evaluate procedures and recommend improvements.
- Monitor pipeline and work with partners to facilitate electronic loan delivery utilizing MaineHousing’s Lender Online Portal from reservation through clearing post-closing conditions.
- Serve as technical resource to lenders, real estate professionals and potential home buyers.
· Independently research and navigate complex loan file issues and identify and communicate solutions or alternatives directly with assigned lenders.
· Develop in-person and online curriculum and training materials for department programs and procedures. Conduct training for lenders, real estate professionals and non-profit agencies. Represent MaineHousing at outreach events.
· Review Lender Performance.
- Work with management to develop strategies and work plans to improve individual lender performance.
- Identify and evaluate loan portfolio trends, including volume, waiver requests, delinquencies, early defaults and foreclosures.
- Review and discuss common areas of concern, repeated errors or issues, etc. with lender partners and internal MaineHousing’s staff.
- Implement and monitor Quality Control procedures.
· Prepare, update and design presentations, informational sheets, charts and graphs using Word and Excel.
· Participates in Program Development meetings, work independently or as part of a team to complete assigned special projects, help develop or update program documents and forms, monitor and research mortgage industry trends, solicit and convey customer/partner feedback.
· Provide support and be primary backup for the other Mortgage Lending Officers.
Skills and Knowledge:
· Previous experience in delivering training programs for various targeted groups and the ability to communicate effectively in front of groups.
· Experience in residential mortgage loan industry, underwriting, advanced income and asset analysis and experience with risk layering.
· Experience in interpreting government regulations and mortgage regulatory compliance and quality control.
· Proficient computer skills using a variety of software applications, document imaging and database management skills.
· Ability to compile data, design and manage reports.
· Strong project management, time management, and organizational skills.
· Excellent written and oral communications skills.
· Experience preparing reports, memos, letters and agreements.
· Ability to establish and maintain good working relationships with business partners.
· Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues.

The starting hourly rate for this position is $19.3221 ($40,189 annually), plus a comprehensive benefits package!
