This position is Hybrid out of Herndon Va

In this role the Subcontracts Admin will support Serco’s US Navy contracts. You will be part of a team of Procurement Professionals that work closely with internal and external customers.The Subcontracts Admin will conduct request for proposal preparations and competitions for supplies and services. Performs subcontract negotiations, and administration of subcontracts/purchase orders. Analyzes estimates of service, material, equipment, and production costs. Monitors suppliers performance for conformance to original proposal and maintain continual reviews to ensure that all terms and conditions are met and that the subcontractor is performing in accordance with legal requirements, customer specifications, and government regulations.

Prepares and disseminates information throughout the company regarding subcontract status, compliance, modification, deviation, negotiation, and termination. Initiates documentation to authorize and direct work in accordance with contractual specifications. Prepares special reports and analyses as required. Familiar with standard concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision. A certain degree of creativity and latitude is required. May lead and direct the work of others. Typically reports to a supervisor or manager. Experience must include working in a government contracting environment. Degree must be in Business Administration or related field. Additional training in contract law also required.

In this Role you will:
  • Lead and conduct subcontract negotiations, competitions, and administration of major subcontracts.
  • Reviews proposal submissions and acts as senior level authority to identify and assist proposal team in reviewing proposal submissions.
  • Analyses estimates of services, material, equipment, and product costs.
  • Monitors supplier's performance for conformance to original proposal and maintain continual reviews to ensure that all terms and conditions are met and that the subcontract is in accordance with legal requirements, customer specifications, and government regulations.
  • Works effectively in a project team environment to ensure that programmatic time-lines for pricing/ proposal support and subcontract/purchase order awards are met.
  • Develops competitive and single/sole source Request For Proposals/Quotes (RFPs/RFQs) for federal products and services of high complexity and price. Understands how to tailor prime contract requirements; understand various contract type options and their proper use to ensure selected contract will result in the lowest risk and best performance for Serco and its clients.
  • Leads program team in subcontractor/supplier negotiations concerning price, terms, and delivery schedule.
  • Relies on extensive experience and judgement to plan and accomplish goals.
  • Awards purchase orders, subcontracts of high complexity, price, and documents all actions within department compliance standards.
  • Provides effective supplier/subcontractor management ensuring compliance with negotiated price, terms and delivery schedule. Communicates/ escalates performance issues promptly.
  • Closes out subcontracts, including cost-reimbursable subcontracts, timely.
Qualifications:
To be successful in this role you must have:
  • Bachelor's degree and eight years of experience
  • Strong organizational, written and oral communication skills
  • Must be able to work independently, establish priorities, and meet deadlines with minimal supervision
  • Ability to multi-task and work in a fast paced environment
  • Eight years experience with FAR and DFAR.
  • Possess analytical and technical skills required to understand business practices and recommend proper automation opportunities.
  • Excellent written, verbal, and communication skills for effective interface with all internal and external contacts.
  • In-depth knowledge of subcontracting fundamentals and possess general understanding of federal, state, and industry regulations.
  • The ability to develop competitive and single/sole source Request For Proposals/Quotes (RFPs/RFQs) for federal products and services of high complexity and price.
  • An understanding of how to tailor prime contract requirements; understand various contract type options and their proper use to ensure selected contract will result in the lowest risk and best performance for Serco and its clients.
  • Experience leading a program team in subcontractor/supplier negotiations concerning price, terms, and delivery schedule.
