Job description
Under the general direction of the Broadband Program Administrator within the State Engineer's Office, this position is responsible for reviewing, providing comments, and approving encroachment permit plans, drawings and specifications. This includes reviewing different types of permits such as residential and commercial access, aerial and underground utilities, rights-of-way, easements, roadway and drainage, landscaping, traffic control, and environmental elements. This position requires a high level of independent engineering judgment, initiative, and technical expertise. This position will serve as a proponent for statewide permit needs and provide uniform direction and guidance to ADOT Districts, Permit Supervisors and Technicians in matters related to permit reviews. This position requires a high level of coordination and communication within technical groups in ADOT as well as external customers such as permittees and federal, state, and local agencies.

- Performs detailed reviews of engineering design plans and drawings, studies, reports, traffic control plans, and other technical aspects related to encroachment permits such as earthwork, grading, culverts, channels, curb, gutter, sidewalk, and fencing. Provides technical comments and revisions to the permit staff. Coordinates and communicates with internal and external customers to facilitate the review, processing, and approval of permits
- Meets with external and internal stakeholders. Attends meetings related to construction, permits, and utilities. Performs research on various technically difficult engineering issues and utilizes information such as Guideline for Accommodating Utilities, Roadway Design Guidelines, Construction Specifications, Encroachment Permits Guidelines and Procedures and other design, construction, and permit related material
- Tracks workload data such as permit types, common defects, and review times in order to provide recommendations on process improvement opportunities and training opportunities for permit staff. Leverages data to create lead and lag metrics that measure performance, compliance, and effectiveness
- Conduct site visits to facilitate permit reviews and understand District permitting processes. Review and analysis of legislation, statutes, and rules which impact encroachment permits. Provides clear and concise guidance to District Permit Offices. Ensure that information provided adheres to legal and statutory requirements

This position requires proof of registration as a Professional Engineer in Civil Engineering or in a closely related field in the State of Arizona or can provide proof of eligibility of reciprocity.
This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). If considered, PART 2 of the State of Arizona Application for Employment allows a record review and reference check. The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR and record review/ reference check.
