Your Role
The Promise Strategic Planning and Performance team develops long-term and short-term strategy, performance reporting and provides performance oversight on behalf of Promise Health Plan. The team leads multiple planning processes to ensure critical capabilities to support sustainable compliance, operational performance, and growth are built and maintained, while meeting our financial targets and regulatory commitments. Additionally, the team completes all required activities to secure strategic funding and prioritization, including drafting investment summaries, cost value analyses, dependency mapping and sequencing, and agile methodologies. The Strategic Planning and Performance, Principal – Medi-Cal will play a key role in creating, communicating, and supporting the delivery of our strategic plans and improve how we partner with stakeholders across Blue Shield to deliver on the plan efficiently and effectively.
Your Work
In this role, you will:
- Be responsible for facilitating cross-functional strategic planning processes to develop and maintain long-term and short-term strategic plans
- Support securing prioritization and funding for initiatives by creating a variety of planning artifacts and communications for leadership consumption
- Ensure strategic direction of initiatives and programs are aligned with organizational goals and objectives, keeping at the forefront the needs of our members and external stakeholders
- Work in conjunction with our financial and human resource partners to support ongoing budget planning and human capital planning
- Build a breath of experience across business functions regarding business performance and current state gaps to be able to connect the dots in a meaningful way to problem solve for capability gaps
- Identify risks and issues, escalate appropriately, and execute sound mitigation plans
- Consult and make recommendations to senior management on significant issues impacting the health of the business
- Track progress against organizational and provide performance reporting of these efforts
- Create, manage, and/or update key components of executive communication to ensure consistency, engagement, and continuity across the Medi-Cal program
- Provide end-to-end meeting support for key governance forums
QUALIFICATIONS
Your Knowledge and Experience
- Requires a bachelor’s degree or equivalent experience
- Requires at least 10 years of prior relevant experience
- Master’s Degree in related field (e.g. MBA, MPH) preferred
- Previous experience with the Medi-Cal Program preferred
- Expertise in strategic planning, program/portfolio management, competitive analysis, and/or related discipline to support strategy development, business case development, financial analysis, and outcomes evaluation required
- Strategic, systems thinker with an eye for detail, is organized, and can manage multiple programs simultaneously and effectively
- Ability to collaborate with leaders at all levels, problem solve complex problems, build productive relationships, and influence without authority
Pay Range:
The pay range for this role is: $ 145200.00 to $ 217800.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
